COMMISSION
MEETING June 11, 2001, 7:30 P. M., AT THE VIENNA
TOWNSHIP HALL, 3400 W. VIENNA ROAD,
CLIO, MI 48420
PRESENT: Vernon
Curtis, James Schweitzer, Lee Garner, Arthur Sauve, Scott Preseau, Ben
Ranger, Robert Palmer, Beverley Williams.
ABSENT: Dale
Frappier.
PREVIOUS MINUTES: May 14, 2001. Moved by Schweitzer, seconded by Preseau to
accept
previous minutes as presented.
Motion carried.
COMMUNICATIONS:
A special meeting was set for July 23, 2001,
at 5:30 P. M. to meet with
Vilican & Leman to go over the
new master plan
NEW
BUSINESS:
Item 1. Election: Moved by Schweitzer, seconded by Garner to nominate Arthur Sauve for the
position of secretary. Moved by Schweitzer,
seconded by Preseau that nominations be
closed.
Motion carried.
Item 2. Public
hearing for Sean Keenan, Nextel, for a Wireless Telecommunications Tower.
A. Secretary Sauve read publication notice.
B. Mr. Keenan stated they are currently located
on an existing tower at Wilson and I-75
and are also proposing to locate on an
existing tower at Farrand Road and I-75.
C. Meeting opened to the audience:
1. Thomas Cagney, 9451 N. Webster Road,
operator of Cagney Airport,
objected to the tower because he thinks someone will hit it because it is too
close to the airport. Mr. Cagney cited the Tall Structures Act 259 of 1959,
Section 259.482. Mr. Cagney stated that he is especially concerned about
ultralight pilots who are not required to have a pilot’s license.
2. Gerald Totten, 5346 W. Frances Road, questioned if the access will be
gated. Mr. Keenan stated that it will have chain link fence with barbed
wire at the top, and the Frances Road access will be gated and locked.
D. After considerable discussion, it was moved
by Preseau and seconded by
Schweitzer to table this until the next
meeting so more research can be done.

Schweitzer, Ranger, Curtis.
Nays—None.

3. Holly Hawley, Hawley Properties—Site Plan Review application to
construct storage
lockers and an caretaker’s office.
A. Ms Hawley and Lee DeBaeke were present
requesting site plan approval for
construction of storage lockers and a
caretaker’s office at 3445 W. Vienna Road
(Clio
Carwash Express).
B. Moved by Garner, seconded by Preseau that
site plan for Hawley Properties for
storage lockers and caretaker’s office be
approved.
Moved by Garner, seconded by Preseau to amend motion that site plan approval be given to
Hawley Properties subject to a rear yard setback
variance being granted by
the
Board of Appeals, and the dumpster
location be noted on the site plan.
Vote on the amendment:
Yeas—Preseau, Schweitzer, Garner, Sauve, Ranger, Curtis.
Nays—None. Motion carries.
Vote on
the motion: Yeas—Preseau, Schweitzer,
Garner, Sauve, Ranger, Curtis.
Nays—None. Motion carries.
