VIENNA TOWNSHIP BOARD MEETING
MONDAY, JUNE 18, 2001, 5:30 P.M.

Pledge of Allegiance to the Flag.
Roll Call:
Present: Supervisor McKerchie, Clerk Scott, Treasurer Luttenbacher,
Trustees: Corba, Preseau, Ridley, Zinn.
Absent: None.
Previous Minutes: Moved by Corba, seconded by Luttenbacher to accept
the minutes of the previous meeting as presented.
Motion carried.
Treasurer’s Report:
Presented by Luttenbacher.
Building Inspector’s Report: Presented by Palmer
Bills: Bills in the amount of
$249,198.17 were presented. Moved by
Corba, seconded by Luttenbacher to pay the bills in the amount of $249,198.17.
ROLL CALL: Yeas – Zinn, Ridley, Preseau, Corba,
Luttenbacher, Scott, McKerchie.

Library Report: Was presented by Zinn.
Amphitheater Report: Was presented by Zinn.
Fire Authority Report: Was presented by Preseau.
Supervisor’s Report: Was presented by Supervisor
McKerchie. Mr. McKerchie stated that
the Township will be updating the sign ordinance and cleaning up the
Township. He also stated that he would like
the schools to design a Township flag.
The road commission will be fixing the problem on Vienna Rd. next week.
Visitors to Address the Board:
1. Ken Wells,
Rowe Engineering stated that they have completed the manhole inventory and he
spoke about future projects that should be done in the near future.
2. Ron
Stienhorst, City of Clio Police Chief, asked for permission to use Vienna Road,
from Jennings Rd. to the City limits for the Annual Fireman’s Homecoming parade
on July 12, 2001.
3. Shannon
Kline from the Ladies Fire Auxiliary, requested the Township’s approval to
receive a gambling license.
Additions and Changes: Remove #7, Appointment of Compensation
Committee, and add American Tower, Clio Assessing service, Michigan Association
of Township Supervisors Conference.
NEW BUSINESS:
1. First Reading – Proposed Garage
Sale Ordinance. Moved by Corba,
seconded by Preseau to suspense from the reading. All in favor. Motion
carried.
2. First Reading – Proposed
Administrative Resolution Ordinance.
Moved by Corba, seconded by Luttenbacher to suspense from the
reading. All in favor. Motion carried.
3. Resolution to name M-57/I75
overpass after Bernard Borden (6-18-01-16).
Moved by Corba, seconded by Preseau to adopt Resolution (6-18-01-16) and
have the proper authorities sign.

4. Accept bids for Haven Street
water line. Moved by Corba, seconded by
Luttenbacher to accept C & H’s bid of $99,308.00 for the Haven Street water
line.

5. Water and Sewer shut off. Tabled until the next meeting.
6. Plumbing, Electrical and
Mechanical permits. Moved by Corba,
seconded by Zinn to authorize Supervisor McKerchie to start the process to have
the Township do it’s own inspections.
All in favor. Motion carried.
7. Vienna Meadows Resolution
(6-18-01-17). Moved by Corba, seconded
Luttenbacher to adopt Resolution (6-18-01-17) and have the proper authorities
sign.

8. Jim Simmonds, sewer back-up. Tabled until the next meeting.
9. American Tower/Nextel. Moved by Corba, seconded by Luttenbacher to
give the Supervisor authorization to finish negotiations with American Tower
and to sign a contract, receiving $3,000.00 as a good faith payment and $6,000.00 annually.

to the Sports Complex for lighting.

10. Clio Assessing. Moved by McKerchie, seconded by Corba to enter into an agreement
with the City of Clio to do their assessing services.

11. Michigan Association of Township Supervisors
Conference. Moved by Corba, seconded by
Luttenbacher to allow the Supervisor to go to the M.A.T.S. Conference at the
Township’s expense.

Luttenbacher, Scott, McKerchie

12. Dispense of the July 2, 2001
Township Board meeting. Moved by Corba,
seconded by Zinn to dispense of the July 2nd Board meeting and have
the next Board meeting on July 16, 2001.
All in favor. Motion carried.
COMMENTS
FROM THE FLOOR
1. Mr. Bill
Carpenter, 13114 Bunker Ct., Clio, would like to be able to shut off his sewer
and water service at his request. He
asked if the Township would amend the ordinance and allow shut-offs.
2. Mr. Jim
Simmonds, 3296 Gernada Dr., Clio, stated that on April 7, 2001 his sewer backed up because of roots in the
line. Mr. Simmonds feels that the
sewers are the Township’s responsibility and so the Township should pay $3,117.00 to replace the damaged items in
his house.
3. Mr. David Halstead, 11489 Liberty, Clio,
requested a more descriptive tax bill.
Moved to adjourn at 6:40
