VIENNA TOWNSHIP BOARD MEETING

 

MONDAY, AUGUST 20 2001, 5:30 P.M.

Pledge of Allegiance to the Flag.

 

Roll Call:  Present: Supervisor McKerchie, Treasurer Luttenbacher, Trustees:  Corba, Preseau, Ridley, Zinn.

 

Absent: Clerk Scott.

In the absence of Clerk Scott, Kathy Ridley was appointed Acting Clerk for this meeting.

 

Previous Minutes:  Moved by Corba, seconded by Luttenbacher to accept the minutes of the previous meeting as presented.

Motion carried.

 

Treasurer’s Report:   For July was presented by Luttenbacher.

 

Building Inspector’s Report:  For July was presented by Palmer.

 

Bills: Bills in the amount of $25,976.98 were presented.   Moved by Corba, seconded by Preseau to pay the bills in the amount of $25,976.98.

ROLL CALL:  Yeas – Preseau,  Corba, Luttenbacher, McKerchie, Zinn, Ridley.

                        Nays – None.  Motion carried.

 

Additions or Changes to the Agenda: 

            1.            Add #7, BDA Enhancement Grant (Resolution No. 8-20-01-23)

            2.            Add #8, McKenna & Assoc. Fire Study Finding (Resolution No. 8-20-01-24)

            3.            Remove #3, Storm Drain/Sump Pump Ordinance – Final Reading (No. 329)

 

Library Report:  Was presented by Zinn.  Lopez Engineering reported that the building is in good condition.

 

Amphitheater Report:  Was presented by Zinn.  80% of total seats were sold for the season.  The Amphitheater is auctioning off 4 tickets to the Wayne Brady show on E-bay.  The Amphitheater Board voted to move ahead with the renovations.

 

Fire Authority Report:  Was presented by McKerchie. McKenna & Assoc. recommended that the Township build a new Fire Station in the Jennings/Vienna Rd. area.

 

Correspondence: 

            1.            Letter from Carrie Schlobohm, Executive Director, Clio Amphitheater thanking  Vienna Township for the

                           donation of the aisle lighting.

            2.            Letter from John Daly, G.C. Road Commission commending the Township for it’s steps in considering a

                           Township ordinance to manage storm water maintenance.

 

Supervisor’s Report: Was presented by Supervisor McKerchie.  Burn permits and garage sale permits will be online soon.  Vienna Township presented Dominque Ellis with a plaque commending her for her courage in saving the lives of two people on July 31, 2001.

 

NEW BUSINESS:

1.         Comcast Resolution (No. 8-20-01-21).  Moved by Corba, seconded by Luttenbacher to adopt Resolution No

            8-20-01-21.

            ROLL CALL:  Yeas – Preseau, Corba, Luttenbacher, McKerchie, Zinn, Ridley

                                    Nays – None

            Motion carried.

 

2.         Construction Code Ordinance – Final Reading (No. 328).  Moved by Corba, seconded by Preseau to adopt Ordinance No. 328.

            ROLL CALL:  Yeas – Corba, Luttenbacher, McKerchie, Zinn, Ridley, Preseau

                                    Nays - None

            Motion carried.

                       

3.         Proposal from Mid-Mich. Mfg & Maintenance to rebuild and repair Linden Rd/M-57 Pump Station.  Moved by Corba, seconded by Preseau to accept the maintenance agreement from Mid. Mich. Mfg & Maintenance for $28,587.73 for the Linden Rd./M-57 pump station rebuild and upgrade.

            ROLL CALL:  Yeas – McKerchie, Zinn, Ridley, Preseau, Corba, Luttenbacher

                                    Nays – None

            Motion carried.

           

4.         Ellen Fox, Municipal Code Corporation, Proposal for Ordinance Codification & Electronic Supplementation.  Moved by Corba, seconded by Zinn to enter into an agreement with MCC  to update our ordinances.

            ROLL CALL:  Yeas -  Zinn, Ridley, Preseau, Corba, Luttenbacher, McKerchie

                                    Nays – None.

            Motion carried.

 

5.         Installment purchase agreement for Vienna Road Waterline (Resolution No. 8-20-01-22).  Moved by Luttenbacher, seconded by Zinn to adopt Resolution No. 8-20-01-22. 

            ROLL CALL:  Yeas – Ridley, Preseau, Corba, Luttenbacher, McKerchie, Zinn

                                    Nays – None.

            Motion carried.

 

6.         BDA Enhancement Grant, (Resolution No. 8-20-01-23).  Moved by Corba, seconded by Preseau to adopt Resolution No. 8-20-01-23.

                                    Nays – None

7.         McKenna & Associates Fire Study (Resolution No. 8-20-01-24).  Moved by  Corba, seconded by Ridley to adopt Resolution No. 8-20-01-24.

                                    Nays – None

COMMENTS FROM THE FLOOR

            Bill Carpenter, 13114 Bunker Ct., would like to be able to shut off his sewer and water service at his request.

 

Moved by Zinn, seconded by Luttenbacher to cancel the Sept. 3, 2001 Township Board meeting.

           

Moved to adjourn at 6:40 p.m.
