Roll Call:  Present: Supervisor McKerchie, Clerk Scott, Treasurer Luttenbacher, Trustees:  Corba, Preseau, Ridley, Zinn.

                  Absent:  None.

 

Previous Minutes:  Moved by Corba, seconded by Luttenbacher to accept the minutes of the August 6, 2001 meeting as

presented.

Motion carried.

 

Special Meeting Minutes:   Moved by Corba, seconded by Ridley to accept the minutes of the August 29, 2001 Special

Meeting as presented.

Motion carried.

 

Treasurers Report:  Was presented by Luttenbacher.

 

Bills: Bills in the amount of $403,138.69 were presented.   Moved by Corba, seconded by Preseau to pay the bills in the

amount of $403,138.69.

                        Nays – None.  Motion carried.

 

Sheriff’s Report:   For the month of August was presented by Sgt. Wilhelm.

 

Library Report:  Was presented by Zinn.  A supplier had been incorrectly billing the library for mops since 1995. The

company owes the library approximately $1,972.00. The library will be scheduling a Internet class for Saturday a.m.

 

Amphitheater Report:  Was presented by Zinn.  There will be management restructuring.

 

Parks and Recreation:  Was presented by Corba.  There was discussion on redoing the bi-laws. The 5-year plan will be

finalized in Nov. 

 

Metropolitan Planning:  Was presented by Corba.

 

Regional Planning Board: Was presented by Corba. 

 

Fire Authority Report:  Was presented by Preseau.  The Fire Authority OK’d hiring CHMP Consultant to go around and

size property and lots to see if the lots will be sufficient for the fire hall.  Preseau also stated that the Chief hired 5 more fire personnel. 

 

NEW BUSINESS:

1.            Presentation of awards to Deputies.  Plaques were presented to L.J. Muddy, Angela Latesky, Scott Pillow, Steven

               Moore and Stan Smela for their apprehension and arrest of robbery and larceny suspects.

2.            Presentation of award to Bernie Borden. A plaque with a resolution was presented to Bernie Borden dedicating the

               M57/I75 Bridge in his name.

8.            Road Agreement with Genesee County Road Commission Resolution (No. 9-17-01-29). Moved by Corba

               seconded by Preseau to adopt Resolution 9-17-01-30.

Supervisor’s Report:  Was presented by Supervisor McKerchie.  There will a public budget hearing here October 15th.  Starting Oct. 1st, the Sheriff Dept. will provide free car and Deputy to help seniors with house checks, medications etc., at no cost to the Township.  There is a Pre-Const. meeting at the Township 10 a.m. on Monday, Sept. 24th to discuss Saginaw St. utility extension.  The Township has started to do State Liquor inspections and the State of Michigan has agreed to give Vienna $5,500.00 a year to compensate us for our efforts.  Lake & Wilson Road contract will be completed by Nov. 14th.  Field Rd. came $231,000.00 over-budget, so the Township couldn’t continue with that project. 

 

Visitors to Address the Board:

1.         Kathy Taylor, 545 Allen St. is happy to hear what is in the budget next year for the seniors.

1.         Storm Drain/Sump Pump Ordinance – Final Reading (No. 329).  Moved by Corba, seconded by Ridley to adopt

            Ordinance No. 329.

NEW BUSINESS:

3.         Bud Meyers, Davison  Land Surveying.  Moved by Corba, seconded by Zinn to grant Davison Land Survey a 1 yr. extension to the preliminary plat of Whispering Pines.

            All in favor.  Motion carried.

 

4.         Township Officers Salary, Supervisor, $52,000 effective 1-01-02, Resolution (No. 9-17-01-26).   Moved by Corba, seconded by Preseau to adopt Resolution No. 9-17-01-26.

            ROLL CALL:  Yeas – Corba, Luttenbacher, Scott, McKerchie, Zinn, Preseau

                                    Nays – Ridley

            Motion carried.

 

5.         Township Officers Salary, Clerk, $24,000 effective 1-01-02, Resolution (No. 9-17-01-27).  Moved by Corba, seconded by Zinn to adopt Resolution No. 9-17-01-27.

6.         Township Officers Salary, Treasurer, $24,000 effective 1-01-02, Resolution (No. 9-17-01-28).  Moved by Corba, seconded by Preseau to adopt Resolution No. 9-17-01-28.

7.         Township Officers Salary Resolution, Trustees, $6,000 with $25.00 per meetings, other than Board meetings, effective 1-01-02, Resolution (No. 9-17-01-29).  Moved by Luttenbacher, seconded by McKerchie to adopt Resolution No. 9-17-01-29.

            ROLL CALL:  Yeas – McKerchie, Zinn, Preseau, Luttenbacher, Scott

                                    Nays – Ridley, Corba

            Motion carried.

 

9.         Administration Fee Resolution (No. 9-17-01-31).  Moved by Luttenbacher, seconded by Zinn to adopt Resolution No. 9-17-01-31.

10.       Sheriff’s Contract.  Moved by Corba, seconded by Scott to accept the contract as negotiated, 2 years for Deputies and 1 year for the secretary, with a 4.9% increase each year thru Sept. 30, 2003.

11.       Construction and acquisition of Saginaw St. Utility Ext. (Resolution No. 9-17-01-32).  Moved by Corba, seconded by Preseau to adopt Resolution No. 9-17-01-32.

13.       Amended Construction Ordinance – First Reading, Ordinance No. 330.  Moved by Corba,  seconded by Luttenbacher to suspend of  the reading of Ordinance No. 330.

            All in favor.  Motion carried.

 

 COMMENTS FROM THE FLOOR

      1.   Dave Taljonick, 2414 Delwood, Thetford Twp., questioned how the Storm Drain/Sump Pump Ord. was going to be implemented and enforced.

      2.   Jesse England, ReMax, is against the Storm Drain Ord.

      3.   John Solden, feels that the residents should vote if they want a full-time supervisor.

      4.   Louis Weller, 4475 Wilson, would like to see a Salary Comparison Board.

      5.   Kathy Wheeler, 1149 Webster, feels that residents should vote if they want a full-time supervisor and for pay raises.  

      6.   Audrey Howell, 1385 Vienna, questioned the notification on special meetings.  Howell would like resolutions and ordinances made clear.

      7.   Eileen Jennings, 1347 Vienna Rd., stated that her driveway was tore up from the waterline and was wondering when it would be fixed.

      8.   John Gleason, Commissioner, stated that it was a good idea to have a full-time supervisor.
