VIENNA TOWNSHIP BOARD MEETING

MONDAY, JULY 16, 2001, 5:30 P.M.

Pledge of Allegiance to the Flag.

 

Roll Call:  Present: Supervisor McKerchie, Clerk Scott, Treasurer Luttenbacher, Trustees:  Corba, Preseau, Ridley, Zinn.

 

Absent:  None.

 

Previous Minutes:  Moved by Corba, seconded by Luttenbacher to accept the minutes of the previous meeting as         presented.

Motion carried.

 

Treasurer’s Report:  None

 

Building Inspector’s Report:  None

 

Bills: Bills in the amount of $86,997.32 were presented.   Moved by Corba, seconded by Preseau to pay the bills in the amount of $86,997.32.

ROLL CALL:  Yeas – Zinn, Ridley, Preseau, Corba, Luttenbacher, Scott, McKerchie.

Nays – None.  Motion carried.

 

Library Report:  Was presented by Zinn. 

 

Amphitheater Report:  Was presented by Zinn.  The new lighting should be ready by August. 

 

Metropolitan Alliance Report:  Was presented by Corba. 

 

Fire Authority:  Was presented by Supervisor McKerchie.  There will be a Fire Study report on Aug. 16, 2001 at 7 p.m. at the Township Hall. 

 

Supervisor’s Report:  Was presented by Supervisor McKerchie.  Supervisor McKerchie stated that the Township still owes $785.38 on the pool.  The Township will be receiving an additional  $13,000.00 per year on the tower at the Sports Complex.  The Township hired Larry Van Worth (electrical inspector) and Bob Davis (plumbing and mechanical inspector).

 

Code Report:  Was presented by Supervisor McKerchie.  The Ordinance Officer had 16 vehicles removed and 15 property clean-ups, for June,  and issued numerous sign violations and liquor inspections.

 

Sheriff’s Report:  Was presented by Sgt. Wilhelm.  The Sheriff’s Dept. will have a motorcycle unit patrolling the township.

 

Visitors to Address the Board: 

            1.         Dennis Bigelow, 4074 Lake, complained about the excessive charge he received from Dave & Teri’s Towing, when his family was involved in an accident.

            2.         David Barker, 3473 Vienna Rd., complained about the junk cars and speeders on Wing Drive.

 

Additions and Changes:  Add #14, Sports Complex Lighting.

 

NEW BUSINESS:

1.         John Daly, Genesee County Road Commission.  Moved by Zinn, seconded by Ridley to enter into an agreement with Genesee County Road Commission for $2,000,000 for road repairs, and have the proper authorities sign.

            ROLL CALL:  Yeas – Ridley, Preseau, Corba, Luttenbacher, McKerchie, Scott, Zinn

                                    Nays – None

            Motion carried.

 

2.         Bud Myers, Davison Land Surveying, Final Plat approval (Whispering Pines).  Moved by Corba, seconded by Zinn to sign Davison Land Surveying Final Plat, subject that there is no change from the approval of the Planning Commission in 1998.           

            ROLL CALL:  Ieas – Preseau, Corba, Luttenbacher, Scott, McKerchie, Zinn, Ridley

                                    Nays - None

            Motion carried.

                       

3.         Final Reading – Administrative Resolution Ordinance (No. 325).  Moved by Corba, seconded by Zinn to adopt the ordinance and have the proper authorities sign.

            ROLL CALL:  Yeas – Corba, Luttenbacher, Scott, McKerchie, Zinn, Ridley, Preseau

                                    Nays – None

            Motion carried.

           

4.         Final Reading – Garage Sale Ordinance (No. 326).  Moved by Corba, seconded by Luttenbacher to adopd the ordinance and have the proper authorities cign.

            ROLL CALL   Yeas – Luttenbacher, Scott, McKerchie, Zinn, Ridley, Preseau, Corba

                                    Nays – None

            Motion carried.

 

5.         Appointment to Planning Commission – Gery Giltinan.  Moved by Corba, seconded by Preseau to accept Supervisor McKerchie’s recommendation to appoint Gery Giltinan to the Planning Commission.  All in favor.  Motion carried.

           

6.         Appoint Construction Board of Appeals. Moved by Corba, seconded by Ridley to accept  Supervisor McKerchie’s appointments of Jeff Riley (building), Dave Sheogs (electrical), Leonard Worthing (plumbing), Bud Worthing (mechanical and boilers), Jeff Ferweda (architectural) to the Construction Board of Appeals.  All in favor.  Motion carried.

           

7.         Resolution to Increase Misc. Fees (No. 7-16-01-18), Sheriff’s Dept., Assessing, Cemetery lots and grave opening.  Moved by Corba, seconded by Luttenbacher to adopt the resolution and have the proper authorities sign.

            ROLL CALL:  Yeas – Scott, McKerchie, Corba, Preseau, Ridley, Zinn, Luttenbacher.

                                    Nays – None.  Motion carried.

           

8.         Resolution for change in Street Lighting (No. 7-16-01-19).  Moved by Corba, seconded by Preseau to adopt the resolution and have the proper authorities sign. 

            ROLL CALL:  Yeas – McKerchie, Corba, Preseau, Ridley, Zinn, Luttenbacher, Scott.

                                    Nays – None.  Motion carried.

 

9.         Resolution for Fire Department Auxiliary (No. 7-16-01-20).  Moved by Zinn, seconded by Corba to adopt the resolution and have the proper authorities sign. 

            ROLL CALL:  Yeas – Corba, Preseae, Ridley, Zinn, Luttenbacher, Scott, McKerchie.

                                    Nays – None.  Motion carried.

 

10.       Set Public Hearing for Comcast.  Moved bi Luttenbacher, ceconded by Zinn to set a public hearing for Comcast on Monday, August 6, 2001 at 5:30 p.m. at the regular Township meeting.  All in favor. Motion carried.    

           

11.       Vehicle purchase for Code Enforcement Department.  Moved by Zinn, seconded by Luttenbacher to accept the lowest bid of $18,895.00, for a vehicle from Clio Chrysler.     

            ROLL CALL:  Yeas – Preseau, Ridley, Zinn, Corba, Luttenbacher, Scott, McKerchie

                                    Nays – None.  Motion carried.

 

12.       Vehicle allowance for Supervisor.  Moved by Zinn, seconded by Corba to authorize $5,000.00 for a yearly car allowance for the Supervisor.

            ROLL CALL:  Yeas – Ridley, Zinn, Corba, Luttenbacher, Scott, McKerchie, Preseau

                                    Nays – None.  Motion carried.

 

13.       First Reading – Medical Fringe Benefit Ordinance.  Moved by Corba, seconded by Preseau to suspend from the reading.  All in favor.  Motion carried.

           

14.       Sports Complex lighting.  Moved by Corba, seconded by Zinn to give the Complex $1,000.00 to finish the lighting.           

            ROLL CALL:  Yeas – Zinn, Ridley, Luttenbacher, Scott, McKerchie, Preseau, Corba

                                    Nays –  None.  Motion carried

 

COMMENTS FROM THE FLOOR

            1.         Herb Nelson commented that he feels he hasn’t seen any significant improvement on Saginaw Rd. He would like to see the garage sales and properties cleaned up.  Mr. Nelson also was concerned about who the Medical           Fringe Benefits were for.  He is against the benefits being for the Township Board members.

            2.         David Halstead, 11489 Liberty, stated his concern about the clarifications of tax bills.
