COMMISSION
MEETING SEPTEMBER 10, 2001, 7:30 P. M., AT THE VIENNA
TOWNSHIP HALL, 3400 W. VIENNA ROAD,
CLIO, MI 48420
PRESENT: Vernon Curtis, Dale Frappier, Lee Garner,
Scott Preseau, James Schweitzer, Ben
Giltinan, Robert Palmer,
Beverley Williams.
ABSENT: None.
PREVIOUS MINUTES: August 27, 2001. Moved by Preseau, seconded by Garner to accept previous
minutes as
presented.
Motion carried.
ADDITIONS/CHANGES
TO THE AGENDA: None.
COMMUNICATIONS:
#1. Next meeting with Vilican
& Leman will be October 22, at 5:30.
#2. September 24th meeting will be a training class by McKenna & Associates, from 6:00 P. M. until
10:00 P. M.
#3. Dale Frappier stated that the public hearing set for October 8th was not published for and will not be
able to be heard because some of the land is under P A 116 and cannot be developed until this issue
is settled.

BUSINESS:
Item
1. Davison Land Surveying, Pre Preliminary Site Plan Review for Cedar Park Condominiums.
A. Sten Palmer represented Michael Sitto who is the proprietor of the land located on Wilson Road
between Clio and
Jennings. They are proposing 116 lots
in a site
take care of the sanitary sewer and going out
on
their site to do that.
They are
main into the subdivision to the east of them.
B. Bob Palmer Recommended that this be tabled until the storm water can be dealt with through the
Genesee County Drain Commission. If a true detention basin is needed, Mr. Palmer will need to
apply
for a Special Land Use Permit for a pond.
C. Moved by Ranger, seconded by Preseau to table action on this until he has approval from the
Genesee County Drain
Commission.

Item
2. Holly Hawley, Hawley Properties, was present requesting a revised site
plan review for
building at 3445 W. Vienna Road.
Lee Debaeke and Jeff Debaeke were also present.
A. Ms Hawley was granted a south property line variance of 50 feet, an east property line variance of 59
feet and a 50 foot variance on the west property line, from the Vienna Township Board of Appeals on
August 30, 2001.
B. Moved by Schweitzer, seconded by Ranger to
accept the site plan for Holly Hawley
C. Ms Hawley stated that her sign will say
“Clio Car Wash Express & Storage” with removable letters.

Call Vote: Yeas—Giltinan, Ranger,
Preseau, Schweitzer, Frappier, Garner, Curtis.
Nays—None.
Motion carried.
Item 3. Dave DeMarr, Preliminary Plat review for Dutchman’s Landing. This is located on Clio Road between
VG’s and Woodlawn Cemetery. A
total of 80 units proposed.
A. The sewer will be a joint project with the township. A meeting was held with John O’Brien, Matt Raisin
of the Genesee county Drain Commission and Tony McKerchie and Bob Palmer, to determine the
best
course to follow.
B. Bob Palmer recommended
approval.
C. Moved by Garner, seconded by Frappier to approve the Preliminary Plat Review of Dutchman’s
Landing.
Roll Call Vote: Yeas—Giltinan, Ranger, Preseau, Schweitzer, Frappier, Garner, Curtis. Nays—None. Motion carried.
