VIENNA TOWNSHIP BOARD MEETING
MONDAY, APRIL 1, 2002, 5:30 P.M.

Roll Call: Present: Supervisor McKerchie, Clerk Scott, Treasurer Luttenbacher
Trustees:  Corba, Preseau, Ridley
Absent: Zinn
Previous Minutes: Moved by Corba, seconded by Ridley to accept the previous minutes of the March
18, 2002 minutes with the following changes.  Chuck Hall should be Chuck Howell.
All in favor.
Bills: Bills in the amount of $3,220.67 were presented.  Moved by Corba, seconded by
Ridley to pay the bills in the amount of $3,220.67.

Additions: Moved by Corba, seconded by Ridley to remove items 2, 3, 4, 5, and 6 from the
agenda.

Correspondence: Approximately 4,800 letters were sent to residents discussing the Special Assess- 
ment.  33 residents sent letters to the Township stating that they were against the 
Special Assessment.
Visitors to Adress the Board:
1. Mayor Yost, supports the Fire Authority and wants unity between the 3 
municipalities.
2. Otis Stout, introduced Don Rockwell, 67th District Court Judge.
Open Public Hearing at 6:20 p.m.
Visitors to Address the Board:
1. Dave Nicholson, McKenna & Assoc. reviewed the information that was in their report. 
2. Greg Mason, CHMP Architect reviewed the findings in their report.
3. Jerry Black, DEQ, stated that building the proposed Fire Station next to Webster
& Garner is in compliance with DEQ regulations.
4. Judy Smela, C & M Ambulance, spoke of the needs of their ambulance service.
5. Louis Weller, 4475 Wilson, asked if McKenna & Assoc. considered combining
C & M with the Fire Station.
6. Dick Taylor, 545 Elms, supports the Fire Authority and building the Fire Station.
7. Steve Pace, 2310 Lake, agrees that there is a need for a station, but feels
that we should utilize what there is in the Township first and C & M should be own
their own.
8. Kathy Taylor, 545 Elms, supports building the Fire Station.
9. Mike Laurin, 12244 Webster, feels that if the station is built, it should be built with
contractors from Vienna Township.
10. Kevin Dodge, 522 Poplar, approves of the Special Assessment and supports the 
firefighters and building the station.
11. Alan Robb, representative of several residents, compared stations in other areas
and wondered why Vienna's proposed stations cost is higher.  Robb presented
Ridley with a petition with approx. 1200 signatures opposing the special assess-
ment.
12. Debbie Wilkes, 11187 Webster, is in favor of building the new fire station and feels
the cost is fair.
13. Mike Babinger, 9062 Forrest Pine, feels that the station shouldn't be put next to the
gas station and is against the special assessment.
14. Herb Nelson, 1385 Vienna, feels that there is a need for the station but is concern-
ed with the cost.
15. Karianne Barber, C & M, stated that the money made at C & M goes back into the
business.
16. Phil Harrison, 2423 Wilson, stated that it's against the law to build the fire station
so close to storage tanks.
17. Greg Mason, CHMP Architect, stated that it does not appear to be against  
regulations to build in the proposed area.
18. Mrs. Short, 14154 Tuscola, feels that Supervisor McKerchie and Chief Bronson
have personal goals.
19. Paul Edie, Acting Battalion Chief, Thetford resident, stated that he's willing to pay
the $36.00 a year for the fire station.
20. Laura Hope, Thetford Twp., stated that residents should trust the Board to make
the right decision.
21. Randy Taylor, Vienna Twp., is against the price of the station and feels that it 
should be on the other side of the tracks.
22. Jeff Harrington, 3096 Wilson, doesn't see how the tanks can be any threat to the
firefighters.
23. Luther Hatchett, Thetford Twp. Supervisor, supports the fire fighters and feels that
there is a need for the hall, he stated that residents should support the decision
of the Board.
24. Mr. Howell, asked if it was going to be a full-time station and if so, how much 
would it cost to run it.
25. Dave Wojahn, 12433 Webster, is not against the fire fighters but feels that the 
Board should wait untill there is a commitment between the 3 municipalities.
Public hearing closed at 8:07 p.m.
NEW BUSINESS:
2. Special Assessment Roll for Vienna Twp., District No. 1, (Resolution No. 
04-01-02-07).  Moved by McKerchie, seconded by Luttenbacher to adopt
Resolution No. 04-01-02-07.
ROLL CALL: Yeas - Scott, Luttenbacher, Ridley, Preseau, McKerchie
Nays - Corba Motion carried.
3. Plans and estimate costs for the proposed Fire Hall, (Resolution No. 04-01-02-08)
Moved by McKerchie, seconded by Luttenbacher to adopt Resolution 
No. 04-01-02-08.
ROLL CALL: Yeas - Luttenbacher, Ridley, Preseau, McKerchie, Scott
Nays - Corba Motion carried.
Moved by McKerchie, seconded by Ridley to pull items 4, 5, 6 from the agenda.
All in favor. Apposed - Corba
Supervisor McKerchie appointted Bob Sanborn, Scott, Ridley, and Preseau to a 
committee to look into the issues of cost and safety.
