Previous Minutes: Moved by Zinn, seconded by Preseau to accept the minutes of the February 4, 2002
meeting as presented.
All in favor
Building Report: For January, was presented by Palmer.
Treasurer's Report: For January, was presented by Luttenbacher. 
Bills: Bills in the amount of $114,677.32 were presented.  Moved by Luttenbacher seconded by
Zinn to pay the bills in the amount of $114,677.32.

Nays - None Motion carried.
Addition & Changes:
Add #11, Set a Public Hearing for Pool Grant
Sheriff's Report: Was presented by  Lt. Becker.
Library Report: Was presented by Zinn.  The Library approved their budget beginning July 1, 2002.
Amphitheater Report: Was presented by Zinn.
Metro Alliance: Was presented by Corba.
Fire Authority Report: Was presented by Preseau.  The Fire Authority hired legal councel for personnel issues.
Senior Ctr. Report: Was presented by Ridley.
Correspondance:
1. A letter from Archie H. Bailey guaranteeing that he will represent our area with enthusiasm.
2. A letter from Clerk Scott expressing his approval of the Used Car Lot Ordinance.
3. A petition with approximately 800 signatures asking that the Board not pass the Used
Car Lot Ordinance
4. A petition with approximately 700 signatures asking that the Board not build a Fire Station
at the proposed price of 2.5 million dollars or any amount without first putting it to public
vote.
5. A petition with approximately 600 signatures asking that the Board not build a building for
C &  M ambulance using taxpayer's money.
Supervisor's Report: The Senate passed a bill that helps the Township, along with the County set the speed 
limits on the roads.  Vienna Township received an additional $67,643.00 from G.C. Road
Commission for road projects.
Visitor's Address the Board:
1. Dave Wojahn, 12433 Webster Rd.,  had questions about Ordinance 241, Regulating Dis-
orderly Persons and would like to see McKerchie, Scott and Luttenbacher resign.
2. Steve Pace,  2310 W. Lake, is unhappy with the Board,s raises, and wants to recall the 
Board.
3. Allen Robb, representative of several residents, stated that the concerns of the residents are 
that the cost of the new Fire Station is obsessive and that there is excessive spending.
4. Steve Heyink, 2101 Dodge, is unhappy with the Supervisor's vehicle allowance and that it
is full-time position.  He is tired of the spending and asked for McKerchie's resignation.
NEW BUSINESS:
1. American Legion Poppy Drive.  Moved by Corba, seconded by Luttenbacher to allow the
American Legion to have their Poppy drive, May 9, 10 and 11. All in favor
2. Knights of Columbus Tootsie Roll Drive.  Moved by Corba, seconded by Preseau to allow
the Knights of Columbus to have their Tootsie Roll Drive, March 22, 23 and 24. All in favor.

3. Supervisors' 2002 Professional Development Retreat.  Moved by Corba, seconded by
Preseau to allow the Supervisor to go to the conference in Tustin, March 24 - 26.

Nays - None. Motion carried
4. Appointment's for Fire Authority Board.  Moved by Corba, seconded by Zinn to accept the
Supervisor's reccomendations for the appointments of Luttenbacher to the Fire Authority 
  and Zinn be the alternate. All in favor
5. Telecommunications, Right of Way Permit.  Moved by Corba, seconded by Luttenbacher to
enter into an agreement with the City of Clio and the City of Mt. Morris to negotiate the new
Fiber Link contract, not to exceed $2,000.00

6. Sports Complex, 2002 Budget Amount.  Moved by Corba, seconded by Preseau to
allocate $7,000.00 to the Sports Complex from the cell tower fees.

7. Operation of Public Sewer Ordinance No. 331, Final reading.  Moved by Corba, seconded
by Preseau to adopt Ordinance No. 331, effective April 1, 2002.
ROLL CALL: Yeas - Luttenbacher, Corba, Preseau, Ridley, McKerchie
Nays - Zinn Motion carried
8. Water Supply System Ordinance No. 332, Final reading.  Moved by Corba, seconded by
Luttenbacher to adopt Ordinance No. 332, effective April 1, 2002.
ROLL CALL: Yeas - Corba, Preseau, Ridley, Zinn, McKerchie, Luttenbacher
Nays - None Motion carried
9. Construction Ordinance,  First reading.  Moved by Corba, seconded by Preseau to 
suspend from the reading. All in favor
10. Used car lot Ordinance, No. 333, First reading.  
Visitor's to Address the Board
1. Dave Wojahn, 12433 Webster, feels the Board dictates to people's personal
lives.
2. Alan Robb, residents representative, asked where in the Township the 
complaints are located.  Robb feels McKerchie is not sensitive to the entire
Vienna Township.
3. Jeanette Beach, 5086 Dodge, complained about people selling 4 to 5 cars at a
time, she feels that it's ok to sell personal vehicles.
4. Randy Taylor, feels that vehicles shouldn't have to have plates or be insured
to be sold.  Taylor feels that there should be more time for sales.  Part of the
ordinance is ok, but Taylor feels that there needs to be some changes.
5. Dave Wojahn, 12433 Webster, would like answers to the swearing ordinance.
6. Miles Abbott, 2464 Wilson, feels that passing the ordinance would take his
livelihood away.
7. Mike Laurin, 12244 Webster Rd., feels that there is selective enforcement of
used cars in yards.
8. Mr. Thompson, Thompson Sales, feels that the state should regulate car sales
not the Township.
9. Phyllis Short, 14154 Tuscola,  would like to be able to use her property
without being policed.
There was no action taken.
11. Set Public Hearing for Pool Grant.  Moved by Corba, seconded by Zinn to set a Public 
Hearing for Pool Grant on March 18, 2002, at 5:30. All in favor
