CHARTER TOWNSHIP OF VIENNA      
  PLANNING COMMISSION MINUTES      
  SPECIAL MEETING    9/19/02      
         
  Chairperson Curtis opened the meeting at 5:30pm      
   
Present: Vernon Curtis, Scott Preseau, Ben Ranger, Gery Giltinan, Lee Garner,  
  Bob Palmer, and Mary Johnson.  
Board: Mike Zinn, Dick Scott, Mark Corba, Kathy Ridley, Paul Luttenbacher,  
BDA: Gerald Stadler, Peter Chargo.  
     
Agenda: Chairperson Curtis told the audience that the agenda tonight was to discuss zoning  
on Saginaw St. and a clear concise summary that will pull the entire Master plan  
  together.  
  Chairperson Curtis said that Vienna Rd. was discussed at the last meeting but there  
are several residents here to discuss it so we will let them speak.  
Discussion from the residents suggested they did not want commercial  
  zoning west of the expressway.  
Chairperson Curtis said that BDA guidelines called for buffer zones between RA-RSA  
and C-2, and the fact that the Board has to try to accomadate everyone.  
   
Bob Palmer said that on a State Hwy. There has to be a portion zoned commercial  
and that we have to expect growth west of the expressway and beyond. He further  
explained that the Genesee County Planning Commission will have to approve the  
new Master Plan and there must be some consideration given to growth.  
Bob Palmer explained that the two major highways in the township are Vienna and  
Saginaw Rds, and that is where we want the growth to be. Saginaw Rd is now all  
zoned C-2 for the first 350', which creats split zoning, and it has created many  
problems.  
   
Saginaw Rd The new plan for Saginaw Rd is to take away all split zoning. Bob Palmer presented  
  a drawing on how he feels the road should be zoned. Commercial areas as well as  
multi-family and residential areas.  
     
There was a general concensus amongst the Board's that Bob's plan  
for Saginaw Rd was acceptable, and much better than it is now.  
   
The next joint meeting will be September 26, 2002 at 5:30pm.  
   
Meeting adjourned at 7:27pm.
