CHARTER TOWNSHIP OF VIENNA  
  PLANNING COMMISSION MINUTES  
  DECEMBER 9, 2002  
Chairperson Curtis open the meeting at 6:00pm and led the Pledge of Allegiance.  
Present: Vernon Curtis, Scott Preseau, Ben Ranger, Gery Giltinan, Dale Frappier, Lee Garner
Max Schweitzer, Bob Palmer, and Mary Johnson.  
   
Communications: Chairperson Curtis read an invitation to Fenton Township's open house on 12-15.  
and moved a letter to be read under Unfinished Business.  
   
Minutes: Motion by Schweitzer, seconded by Preseau to approve the minutes of November  
25, 2002 as presented. All ayes, motion carries.  
   
Petitions: DeKalita Enterprises is requesting a Special Land Use permit to have outdoor sales  
  of decorative stone and storage.  
Architect Jeff Ferweda was present and explained the project.  
   
Audience comments included whether the fence in back would be open, what  
landscaping would be done, and whether the lot would be paved.  
   
Owner Sam DeKalita said he planned to have an open fence, but would do whatever  
was best for the Township. He also said the lot would be paved and landscaped.  
   
Board Comments included how much top soil would be stored at one time, and  
whether the storage area would be enclosed.  
   
Mr. DeKalita said between 100-200 cubic yards and he hadn't planned to have it  
enclosed.  
   
Motion by Preseau, seconded by Ranger to approve the Special Land Use permit  
as presented with a maximum of 200 cubic yards.  
Voting yes: Preseau, Gilitnan, Frappier, Schweitzer, Garner, Ranger, Curtis.  
Voting no: None. Motion carries.  
   
DeKalita Enterprises is requesting a Site Plan Review for outside sales and service.  
   
Audience comments included what could be done if more than the 200 cubic yards  
are present. The site needs more landscaping than was on the plans with maybe  
a berm. Will the storage building be a pole barn type.  
   
Mr. DeKalita said that the pole barn is at the back of the site and will match the  
sales building, and that he cares about how his property looks and keeps it up.  
   
Board Comments asked about the size of the pole barn, and will they need another  
dumpster.  
  The pole barn will be 30x82 and 14' to the eave. There are two enclosed dumpsters  
on site.  
   
Mr. DeKalita was asked if construction was already underway, and he responded  
that yes it was and he said he was sorry. He thought the process had been started  
and that he stopped when he was told it was not. He said he had not applied for a  
permit for the second driveway yet.  
   
Motion by Ranger, seconded Preseau to approve the site plan as presented pending
approval from the Road Commission for the second drive.  
Voting Yes: Ranger, Preseau, Frappier, Schweitzer, Garner, Giltinan, Curtis.  
Voting No: None. Motion carries.  
   
Committee Reports Giltinan reported that Ranger, Palmer and he went to the Wendy's site to discuss  
  the location of the dumpster, which differed from the approved site plan. He reported  
that the original site had a problem with the water lines and it was discovered that  
there wasn't enough room where the dumpster was originally to be placed.  
   
Unfinished    
Business: Public Hearing for Master Plan.  
   
Chairperson Curtis read a letter from Catherine Wheeler, and told the audience  
that the Planning Commission had been in the process of rewriting the Master Plan  
since March, 2001, have had numerous Public Hearings and Visioning sessions  
to get public input but that not everyone will be happy with the final outcome. The  
Planning Commission has to make decisions on what is best for the entire township.
   
Claude Coates, Vilican-Leman gave an overview of the proposed Master Plan.  
   
Audience Comments included the Board didn't listen to what the residents wanted.  
A transition area is needed between C2 & RA. Board is moving too fast, need to  
take small steps. Has home on Vienna Rd, west of Linden and she knew when she  
bought it someday it would all be commercial and that it should be. Growth will  
happen whether some people like it or not.  
   
Chairperson Curtis asked for a poll to see if the Board members wanted to vote  
tonight.  
Voting yes: Garner, Frappier, Schweitzer  
Voting no: Preseau, Ranger, Giltinan, Curtis  
   
Chairperson Curtis set a meeting on Wednesday, December 18, 2002 at 6:00pm  
to continue the Public Hearing on the Master Plan.  
   
Meeting adjourned at 8:43pm.
