CHARTER TOWNSHIP OF VIENNA

PLANNING COMMISSION MINUTES

JANUARY 28, 2002

Present: Vernon Curtis, James Schweitzer, Ben Ranger, Scott Preseau, Gery Giltinan,

Robert Palmer, and Mary Johnson.

Absent: Dale Frappier, and Lee Garner
Also present: Approximately 25 to 30 residents and Board members
Minutes:

Motion by Ranger, seconded by Schweitzer to approve the minutes of January 14, 02

as presented. All ayes. Motion carries.

Chairperson Curtis told the audience that this was a regular Planning Commission

meeting with a special agenda. The Township is updating their Master Plan with

the Company of Vilican-Leman, who are present this evening. They are Claude 

Coates, Chuck Carnes, and Jerod Voice.

Mr. Carnes spoke to the audience and explained the objective of this meeting, and

asked the audience to break up into three groups, whichever they were most

interested in, discuss goals and priorities, and then come back together to discuss

the finding.

The first group, Traffic was presented by Lou Weller. He identified the first goal as

safety, with crosswalks at the Sports complex, and Frances Rd. The second being

the promotion of Saginaw Rd. with the addition of water and sewer, coordinating

parking, and service drives. Reducing curb cuts, or the number allowed in the future

will help. Also to pursue governmental monies to implement some of these plans.

The second group, Appearance was presented by Ben Ranger. He suggested

stronger ordinances to prevent for example dumpsters in front of businesses. Require

more up-scale building materials, not pole barn construction. Also require land-

scaping and maintenance, more green spaces and berms.

The third group, Land Use was presented by Paul Luttenbacher. He said the first goal

was to expand the M-57/Saginaw Rd.commercial corner, reduce commercial zoning

in certain areas, and expand it in other area with lot depth considerations. Saginaw

is a good four lane road with sewer and water line which is great for development.

The group would like to see a more concentrated area for a commercial district, not

the whole length of Saginaw. Discourage development in areas without sewer or

water, encourage multi family development as a buffer between residential and

commercial developments.

 

After these presentation Mr. Carnes spoke to the group saying he was pleased with

all the suggestions, that they were all good goals and that he looked forward to

Thursdays meeting concerning Vienna Rd.
