CHARTER TOWNSHIP OF VIENNA
	PLANNING COMMISSION MINUTES
	October 28, 2002
	Chairperson Curtis opened the meeting at 6:00pm and led the Pledge of
	Allegiance.
Present:	Vernon Curtis, Gery Giltinan, Lee Garner, Dale Frappier, Robert Palmer,
	and Mary Johnson.
Absent:	Max Schweitzer, Ben Ranger,  and Scott Preseau.
Minutes:	Motion by Frappier, seconded by Giltinan to approve the minutes
	of October 15, 2002 with the correction to item #1 under Centennial Oaks.
	Should say lots 35 & 68. Roll call vote, all ayes.
Changes/	Item #1 will be moved to #2 and item #2 to item #1 because no one is
Additions:	present from Centennial Oaks.
Comm/	Information has been received from other Townships regarding Site Plan
Visitors:	reviews and Giltinan will review them and have a report at the next meeting.
Petitions:	1. Pre-Preliminary Site Plan Review for Lake Charles.
	Mr. Emmendorfer and Richard Esser, Flint Surveying, were present.
	Chairperson Curtis opened comments to the Audience. There were none.
	Chairperson Curtis opened comments to the Board.
	Discussion included:
	Will road open onto Wilson Rd?   Answer was no.
	Will road be private?   Answer was yes.
	Clear vision distance onto Elms Rd. Answer was that the distance exceeded
	the requirement by 20'.
	The private road issue will have to be dealt with a Special Land Use Permit
	before the Planning Commission. Lot size will go before the Zoning Board of
	Appeals.
	The question of the septic system will have to go before the Township Board
	for their approval, and this should be done first.
	Motion by Garner, seconded by Giltinan to approve the pre-preliminary site
	plan for Lake Charles with the following conditions: Special Land Use permit,
	ZBA approval for lot size, and Township Board approval for septic system.
	Roll call vote. All ayes, motion carries.
	2. Final Site Plan Approval, Centennial Oaks.
	No one was present to represent this project so it was tabled.
Committee
Reports:	The Pond Committee went to 1012 W. Vienna Rd, Mike & Cindy Heit who
	have requested a pond permit. Garner reported that the committee checked
	the site and found it suitable but suggested having a hole dug first to make
	sure water was available.
	The meeting was adjourned at 7:10pm.
