VIENNA TOWNSHIP PLANNING COMMISSION
  SPECIAL MEETING
  SEPTEMBER 5, 2002     5:30PM
 
Chairperson Curtis called the meeting to order at 5:30pm.
 
Present: Kathy Ridley, Dick Scott, Paul Luttenbacher, Vernon Curtis, Scott Preseau, Ben
Ranger, Max Schweitzer, Lee Garner, Gery Giltinan, Pete Chargo, Jerry Stadler,
Randy Taylor, Bob Palmer, and Mary Johnson.
Chairperson Curtis said the purpose of this meeting was to review and summarize
  the draft of the Master Plan by Vilican-Leman, and to make any necessary changes.
 
BDA Guidelines: The Planning Commission agreed that the BDA Guidelines should be included in the
Master Plan and has sent a recommendation to the Township Board, who will "fine
tune" it and send it back. The general concensus was that if adopted the area will
have high quality businesses, which is desirable.
 
  There was some discussion on whether to adopt the entire BDA guidelines or if
specific parts should be used.
 
Vienna Road: Chairperson Curtis said the main concern of M-57 was west of the expressway.
The BDA district goes west almost to Webster Rd, and the question is whether
it should all be zoned commercial.
 
After much discussion the general concensus was that the map on page 51 of the
  proposed Master Plan showing Master Plan for Future Land Use was correct.
 
Saginaw Rd. Saginaw Rd is now zoned C-2, which only includes the first 350' of the property.
The recommendation from Vilican-Leman is to change some of the zoning to
single family, multi family, and industrial. Multi family should be used as a buffer
between single family and commercial. In the commercial area the entire parcel
should be commercial not just the first 350'. Infrastructure should be the entire length
  of Saginaw.
Bob Palmer will have a map of Saginaw Rd at the September 19th meeting showing
the different zonings he would recommend.
 
Lastly Chairperson Curtis said that at the beginning of the new Master Plan there
should be a clear concise summary which will pull the entire document together.
