Motion by Schweitzer, seconded by Preseau to approve the
minutes of January |

January 28, 2002. All ayes. Motion carries. |

Chairman
Curtis explained to the audience that the Kelterborn hearing |
|
was postponed from January 14, 2002 until this evening. |
|
|
|
Secretary Garner read the Notice of Public Hearing. |
|
|
|
Janice Kelterborn was present to request that her AFC home at
2304 |
|
|
W. Frances Rd. be allowed to increase from 10 beds to 12 beds.
She |
|
|
explained
that they had had several requests to allow couples to live |
|
|
there and that two of the bedrooms are large enough to have
queen |
|
|
size beds instead of the singles, but a change in size or
capacity must |
|
|
have approval from the Planning Commission. Mrs. Kelterborn
also |
|
|
said that there would be no outside or structural changes
made, just |
|
|
the two different beds. The Office of Consumer Industry in
Lansing |
|
|
governs AFC homes and they require consent from the Planning |
|
|
Commission. |
|
|
|
Chairman Curtis asked for
questions from the Board, and hearing none |
|
asked for a motion. Motion by Ranger, seconded by Preseau to
grant |
|
|
the request to go from a 10 bed home to a 12 bed home. |
|
|
Voting yes: Schweitzer, Ranger, Giltinan, Preseau, Garner,
Curtis. |

|
Voting no: None |
|

Motion carries. |

Request from New Covenant Free Methodist Church for Special
Land |
|
|
Use hearing to construct a new Church on Linden Rd. Parcel ID
# |
|
|
18-09-552-014. |
|
|
|
Robert Palmer explained to the Board that the Church had
appeared |
|
|
before the Board approximately three years ago for this
Special Land |
|
|
Use permit and were approved, but didn't build at that time,
and that |
|
|
the consent is only good for 18 months, so they are back
before the |
|
|
Board.
He further explained that there are water problems in the area, |
|
|
and
that they plan to berm and have catch basins which will fix the |
|
|
water problems, similar to Ashtyn Estates. The structure is to
be |
|
|
approximately 40,000 sq. ft. The property has 60' to 66'
frontage. |
|
|
|
|
|
Motion by Garner, seconded by Schweitzer to set Public Hearing
for |
|
|
Special Land Use application to construct a Church. Publish
date of |
|
|
February 26, 2002, with the Public Hearing date of March 11,
2002. |
|
|
Voting yes: Curtis,, Garner, Preseau, Ranger, Giltinan,
Schweitzer. |

Voting no: none |
|
|
Motion carries. |
