CHARTER TOWNSHIP OF VIENNA
PLANNING COMMISSION MINUTES
20-Feb-02
Chairperson Curtis opened the meeting at 6:00pm.
Present: Vernon Curtis, James Schweitzer, Scott Preseau, Gery Giltinan, Lee Garner.
Robert Palmer, and Mary Johnson.
Absent: Dale Frappier, Ben Ranger.
Also present: Approximately 25-30 residents and Board members. Also present were members
of Clio School Civics' class. Claude Coates, Chuck Carnes, and Jerod Voice.
 
Additions: Motion by Schweitzer, seconded by Garner to approve the minutes of 2-19-02
as presented. All ayes. Motion carries.
Mr. Carnes spoke first and said that tonight we would talk about present use of land.
in the Township and evaluate positive and negative impacts on the community, and
determine how to sustain the positive aspects while endeavoring to remove or
diminish the negative aspects. The three areas of focus are Farm Land Protection,
Residential and non-Residential areas.
 
Mr. Coates presented maps of existing land use, utilities, and possible utility sites,
residential density levels, industrial land use and zoning, and preliminary through-
fare plan.
Mr. Carnes then asked the audience to divide into three groups and come back
with their goals and policies.
The first group Farm Land Protection was presented by Paul Luttenbacher. Goals
in order of priority are: Protect existing farm land. Reduce lot size, better Tax
Legislation, bring back recreational farm programs, Township ordinances to accept
GAMPS, zoning to reestablish farm land, more farmers in the Legislature, and in
school agriculture programs.
The second group, Residential areas was presented by Bob Palmer. This group
listed their goals as: preserve open spaces, rural atmosphere, larger lots, restrict
expansion of utilities, provide for cluster development, and density at higher levels.
 
The third group, Non-Residential areas was presented by Laurie Ryan. Their goals
were C-2 zoning to provide for office space, hotels, restaurants, and retail. M-1
zoning for just light industrial, appoint Architect board to regulate appearance, 
purchase of land to build a park, perhaps giving seller tax abatements, and an
industrial park.
 
Mr. Carnes discussed these ideas and said he thought the audience had presented
very good goals that they could use. He thanked everyone for their contributions.        
Chairperson Curtis adjourned the meeting at 8:35pm.
