Trustees:  Corba, Preseau, Ridley, Zinn
Previous Minutes: Moved by Corba, seconded by Zinn to accept the minutes of the August 4, 2003
meeting as presented. All in favor
Treasurer's Report: For July, was presented by Luttenbacher.
Building Report: Was presented by Palmer.
Bills: Bills in the amount of $21,228.68 was presented.  Moved by Corba, seconded by 
Luttenbacher to pay the bills.

Nays - None Motion passed
Additions: Appointment to the Planning Commission
Senior Center Board
Sheriff's Report: Was presented by Sgt. Wilhelm.
Library Report: Was presented by Zinn.
Amphitheater: Was presented by Zinn.
Park & Rec: The Park and Rec. board supported the M-57 Heritage Route Trail Extension.
Fire Authority: The Fire Authorities audit was approved.
Senior Report: Ridley spoke about the need for a Senior Board of Directors.
Correspondence: Clerk Scott read a letter from Deputy Latesky commending Genesee County SCA member,
Lee Burch, who went out of his way to help to help Mr. & Mrs. Lockhart, after they had
an accident.
Supervisor's Report: Supervisor McKerchie stated that all of the road projects should be done by the middle of 
September.
Comments: Dick Taylor, 545 Allen, has concerns about the retention pond at Pheasant Ridge.
NEW BUSINESS:
1. Amy McMillan - G. C. Parks & Recreation.  Ms. McMillan spoke about how best to fund
the County Parks and activities.  She asked that the Township send a representative to
the meetings, so the township can be more informed.
2. Public hearing for garbage assessment.  Moved by Corba, seconded by Zinn to open the
public hearing at 6:08 p.m.
Visitor's to address the Board:
Herb Nelson, 1385 Vienna, asked why the Township is voting to increase the garbage
assessment.
Moved by Luttenbacher, seconded by Zinn to close the public hearing at 6:24 p.m.
3. Determination that petition is not required for Special Assessment for the collection and
disposal of garbage and rubbish, Resolution No. 08-18-03-17.  Moved by Corba, seconded by
Preseau to adopt the resolution.

Nays - None Motion carried
4. Tentative declaration of intention to proceed with Special Assessment and tentative
designation of Special Assessment District, Resolution No. 08-18-03-18.  Moved by Corba
seconded by Preseau to adopt the resolution.
ROLL CALL: Yeas - Preseau, Zinn, Luttenbacher, Scott, Corba, McKerchie, Ridley
Nays - None Motion carried
5. Vienna Township plan for Special Assessment.  Moved by Luttenbacher, seconded by
Corba to set the special assessment rate for the collection and disposal of garbage and 
rubbish at $136.00 per year, per unit.
ROLL CALL: Yea - Corba, Luttenbacher, Scott, McKerchie, Zinn, Ridley, Preseau
Nays - None Motion carried
6. Opposition to House Bills 4820-4828 "Election Consolidation", Resolution No. 08-18-03-19.
Moved by Corba, seconded by Scott to adopt the resolution.
ROLL CALL: Yeas - Luttenbacher, Scott, McKerchie, Zinn, Ridley, Preseau, Corba
Nays - None Motion carried
7. Education request for Assessors Carrie Bock and Sue Thomas.  Moved by Corba, 
seconded by Zinn to approve the classes.
ROLL CALL: Yeas - Scott, McKerchie, Zinn, Ridley, Preseau, Corba, Luttenbacher
Nays - None Motion carried
8. Adoption to the Planning Commission.  Moved by Corba, seconded by Zinn to take 
Supervisor McKerchie's recommendation and appoint Ridley to the Planning Commission
starting September, 2003, and ending November, 2004 and have Preseau be the alternate.
All in favor
9. Senior Center Director.  After discussion it was decided to have the attorney get together
the information concerning a Senior Center Authority.  Moved by Zinn, seconded by Preseau
to allocate up to $1,000.00 towards possibly getting a Senior Authority, considering the 
City of Clio does the same.
Moved to adjourn at 7:28 p.m.
