Previous Minutes: Moved by Corba, seconded by Luttenbacher to accept the minutes of the August 18, 2003
meeting as presented. All in favor
Moved by Corba, seconded by Zinn to accept the minutes of the August 27, 2003 Special
meeting with the correction on No. 5, stating that a DPW and Township Hall employee
was discussed.
Treasurer's Report: For August, was presented by Luttenbacher.
Building Report: Was presented by Palmer.
Bills: Bills in the amount of $14,039.00 was presented.  Moved by Corba, seconded by Ridley
to pay the bills in that amount.

Sheriff's Report: Was presented by Sgt. Wilhelm.
Library Report: Was presented by Zinn.
Amphitheater: Was presented by Zinn.

Fire Authority: Luttenbacher stated that 2 fire fighters were hired.
Supervisor's Report: October 6, 2003, 5:30 p.m. there will be a public hearing to discuss Community 
Development funds.
Comments: Dick Taylor, 545 Allen, has concerns about the retention pond at Pheasant Ridge.
NEW BUSINESS:
1. Public hearing for Special Assessment for Storm Water.  Moved by Zinn, second by Corba
to open the public hearing at 5:56 p.m.
The public hearing was closed at 6:12 p.m.
A. Determination that a petition is not required for Special Assessment for 
Storm Water Sewer, Resolution No. 09-15-03-20.  Moved by Corba, second
by Luttenbacher to adopt the resolution.

     Nays - None Motion carried
B. Tentative declaration of Intention to proceed with Special Assessment and
tentative designation of Special Assessment District, Resolution 
No. 09-15-03-21.  Moved by Corba, second by Luttenbacher to adopt the
resolution.

     Nays -  None Motion carried
C. Vienna Township Plan for Special Assessment for the Maintenance of Storm
Water Sewer (Recitals).  Moved by Luttenbacher, second by Zinn to agree to
the recitals.

     Nays - None Motion carried
2. Appreciation dinner.  Moved by Corba, seconded by Ridley to participate in the dinner.

3. Clio Community Theme.  Each board member picked two themes and submitted them to
Zinn.  Zinn will give the suggestions to the Community Theme Sub Committee.
4. Halloween Hours.  Moved by Luttenbacher, second by Scott to adopt the Halloween hours 
of 5 - 8 p.m. on October 31, 2003. All in favor
5. Senior Center Authority Board appointments.  Moved by Corba, second by Luttenbacher to
appoint Scott, Ridley and Zinn to the Senior Center Authority Board. All in favor
6. Sewer and Water Inspections Ordinance, 1st reading.  Moved by Corba, second by 
Luttenbacher to suspend from the reading. All in favor
7. Rezoning Ordinance, V/L Vienna Rd., No.'s 18-22-100-007 and 18-22-100-008, 1st reading.
Moved by Corba, seconded by Ridley to suspend from the reading. All in favor
8. Public hearing for the 2004 Budget.  Moved by Corba, second by Zinn to open the public
hearing at 6:28.
Public hearing closed at 6:30 p.m.
Moved by Corba, second by Ridley to adopt the General Fund budget for 2004.
