Roll Call: Present: Supervisor McKerchie, Treasurer Luttenbacher

Absent: Clerk Scott
Previous Minutes: Moved by Corba, seconded by Preseau to accept the minutes of the February 3, 2003, 
as presented. All in favor
Treasurer's Report: Was presented by Luttenbacher.
Building Report: Was presented by Palmer.
Bills: Bills in the amount of $14,000.19 were presented.  Moved by Corba, seconded by 
Luttenbacher to approve the bills in the amount of $14,000.19.
ROLL CALL: Yeas - Luttenbacher, Corba, Preseau, Ridley, Zinn, McKerchie
Nays - None Motion carried.
Sheriff's Report: Was presented by Sgt. Wilhelm.
Library Report: Was presented by Zinn.  Zinn stated that the Library Board meeting hours have been 
changed to 5:30 p.m. on the 2nd Tuesday of each month.
Amphitheater Report: Was presented by Zinn.
Park & Rec. Report: Was presented by Corba.
Metro Alliance: Was presented by Corba.
Fire Authority Report: Was presented by Luttenbacher.
Senior Report: The 2002 Annual Report was presented by Senior Director Ann Anderson.
Supervisor's Report: Was presented by McKerchie.  Emergency Plan flyers are available in the Township Office.
Public Comment: Mary Ann Olsey, President of the Cast and Crew, asked the Township Board to please
consider the rezoning of the property on Vienna Road.
NEW BUSINESS:
1. Planning Commission appointment.  Moved by Corba, seconded by Preseau to appoint
Doug Chilson to the Planning Commission, with his term expiring on 3/3/06.
All in favor
2. Street lighting at 10310 Ataberry, Resolution No. 03-03-03-02.  Moved by Corba, seconded
by Zinn to adopt Resolution No. 03-03-03-02.
ROLL CALL: Yeas - Corba, McKerchie, Luttenbacher, Zinn, Ridley, Preseau
Nays - None Motion carried
3. Board of Review salary increases.  Moved by Corba, seconded by Zinn to increase the
B. O. R. wages to $50.00 for July, $50.00 for December and $225.00 for March.
ROLL CALL: Yeas - McKerchie, Luttenbacher, Zinn, Ridley, Preseau, Corba
Nays - None Motion carried.
4. Proposed rezoning Ordinance of LLM properties, vacant land, 18-17-400-039, from RSA to
C-2, final reading, Ordinance No. 338.  Moved by Luttenbacher, seconded by Corba to
adopt Ordinance No. 338.  McKerchie abstained from the vote.
ROLL CALL: Yeas - Luttenbacher, Zinn, Ridley, Preseau, Corba
Nays - None Motion carried.
5. Garbage contract discussion. Waste Management made an offer to the Township for a 5-
year contract extension.  The rates would be lowered from $11.49 to $10.75 a month, per
parcel for the year 2003, and from $11.78 to $10.75 a month, per parcel for the year 2004.
There would be a 1.5% annual increase for the remaining time on the contract.  
This contract would save the Township over $90,000.00 for the years 2003 and 2004, for the
same services being currently provided.
Roy Seary, 4215 Wilson, feels that seniors shouldn't be charged the full amount to recycle
since they don't have as much to recycle.  
Herb Nelson, 1385 Vienna, suggested that the Board looks into what the Township gets
for it's money.
Moved to adjourn at 6:37 p.m.
