| NOVEMBER 24, 2003 | |
| Chairperson Curtis opened the meeting at 6:00pm and led the Pledge of Allegiance. | |
| Present: | Vernon Curtis, Gery Giltinan, Ben Ranger, Lee Garner, Kathy Ridley, Doug Chilson, |
| Bob Palmer, and Mary Johnson. | |
| Absent: | Dale Frappier, and Max Schweitzer. |
| Minutes: | Motion by Chilson, seconded by Garner to approve the minutes of 11-10- 03 |
| as presented. All ayes, motion carries. | |
| Additions/ | None. |
| Changes: | |
| Communications: | Bob Palmer said the sewer line from Linden Rd to the BDA district will begin in |
| December and continue for approximately three months. | |
| He is meeting with MDOT and Water & Waste about the sewer problem at Jennings | |
| Road. The BDA has said they will help with the cost. | |
| Petitions: | 1. Special Land Use: Robert & Carey Carnell, 5345 W. Lake Rd. for a Pond. |
| Secretary Garner read the notice of Public Hearing. | |
| Mr. Carnell was present and said the dirt from the pond will be used for the building | |
| of their new home, and then the pond will be used for recreation. | |
| Bob Palmer said he approved of the project, they have met the setbacks and should | |
| have enough water. | |
| Audience comments: Kevin Dodge 5269 W. Lake Rd. said the pond will fit nicely in | |
| the area and he has no objections. | |
| Board comments: Ben Ranger gave the Pond Committee report saying the site was | |
| a good area for a pond and they should not have a problem getting water. | |
| Kathy Ridley asked if the pond met the sideyard setbacks and was told yes. | |
| Motion by Ranger, seconded by Chilson to approve the Special Land Use for the | |
| Carnell pond. All ayes, motion carries. | |

| New Business: | 1. Set Public Hearing for Harry Phillpotts, Residential Site Condo Development |
| on W. Frances Rd. | |
| Motion by Garner, seconded by Ridley to set the Public Hearing for Harry Phillpotts | |
| for December 8, 2003. All ayes, motion carries. | |
| 2. Set Public Hearing for Howard Enterprises, Multiple Family Housing on Field Rd. | |
| Kathy Ridley said anything west of the expressway was a sensitive area and asked | |
| that all of Webster Rd. be notified. | |
| Bob Palmer said there would be no impact on Webster Rd. | |
| Vernon Curtis said we notify within 300' and publish in the paper and that's enough. | |
| Ben Ranger said if anyone else needed to be notified it would be the rest of Field Rd | |
| and that he would vote no if it included Webster Rd. | |
| Kathy Ridley said she was okay with that and asked for a vote. | |
| Motion by Ranger, seconded by Ridley to send a letter to Field Rd. residents from | |
| Farrand to Linden Rds. who have not already been notified. | |
| Voting yes: Garner, Chilson, Ranger, Ridley, Giltinan | |
| Voting no: Curtis | |
| Motion carries. | |
| Ord. Text Chg: | Claude Coates from Vilican Leman was present and spoke on the sign ordinance. |
| He explained that "accessory" meant a sign advertising something on that property | |
| and "non-accessory" meant advertising for something not located on that property. | |
| Bob Palmer explained to him the rezoning plan for Saginaw Rd. and how the Board | |
| planned to go about it. Mr. Coates said he approved of the plan. Perhaps in January | |
| the Planning Commission will hold a meeting with the Township Board and the ZBA | |
| to look over the new ordinances. | |
| Motion by Garner, seconded by Ranger to adjourn at 7:40pm. All ayes, motion | |
| carries. | |
