VIENNA TOWNSHIP BOARD MEETING proposed

Roll Call: Present: Supervisor McKerchie, Clerk Scott, Treasurer Luttenbacher 
Trustees:  Corba, Preseau, Ridley, Zinn
Previous Minutes: Moved by Corba, seconded by Ridley to accept the minutes of the September 15, 2003
meeting as presented All in favor
Bills: Bills in the amount of $111,852.15 were presented.  Moved by Corba, seconded by 
Luttenbacher to approve all the bills.

Nays - None Motion passed
Comments: Aric  Watts, 11427 Colonial Woods, had questions concerning the rezoning of the vacant
property on Vienna Road being sent back to the Planning Commission.
NEW BUSINESS:
1. Rezoning Ordinance, V/L ViennaRoad, 18-22-100-007 & 18-22-100-008, is scheduled for a
Public Hearing on October 27, 2003, with the Planning Commission.
2. Sewer and Water Inspections Ordinance 344, final reading.  Moved by Corba, seconded by
Preseau to adopt the ordinance.
ROLL CALL: Yeas - Ridley, Preseau, Luttenbacher, Scott, McKerchie, Zinn
Nays - Corba Motion passed
3. MDOT Enhancement grant proposal, Vienna Rd. from the City limits to Saginaw.  Moved by
Corba, seconded by Zinn to have Rowe Inc. apply for the Enhancement Grant, with their fee 
not to exceed $4,800.00.
ROLL CALL: Yeas - Preseau, Corba, Luttenbacher, Scott, McKerchie, Ridley, Zinn
Nays - None Motion passed
4. Attorney present at Township Board meetings.  After discussion it was decided to check
with other Townships and get more information on fees, etc.
5. Community Development - 2006 Projects, Public Needs Hearing.  
The Public Needs hearing was opened at 6 p.m.  
The following possible projects were discussed.
1. Clio Area Senior Center
2. Sewer and Water line for Saginaw, Tuscola and Vienna Roads.
3. Saginaw, Tuscola and Vienna Roads streetscaping.
Comments from the floor
1. Jack Edwards, 4480 Lake, would like the money spent on a Senior Center.
2. Herb Nelson, 1385 Vienna, would like the Township to fill the needs of the
seniors in the community and use the Community Development funds for a
new Senior Center.
3. J. Lugger, 510 N. Mill, would like the Director of the Senior Center to have
input on the Seniors needs.
4. When asked if the residents at the meeting would like the 2006 Community
Development money spent on a new Senior Center, the majority of the
residents at the meeting raised their hands for yes.
5. When asked if the residents at the meeting would like the 2006 Community
Development money spent on sewer lines.  No hands were raised for yes.
Public hearing closed at 6:25 p.m.
Moved by Scott, seconded by Corba to list as the first priorities for the 2006 Community 
Development Money as:
1. Senior Center.
2. Saginaw, Tuscola and Vienna Roads, sewer and water lines.
3. Saginaw, Tuscola and Vienna Roads, streetscape.

Nays - None Motion passed
Herb Nelson, John Dollie, Kathy Ridley and Tony McKerchie were appointed to an informal
committee to check the process of using the money for building a Senior Center.
6. New back-up server for network.  Moved by Corba, seconded by Luttenbacher to have The
Dinsmore Group purchase a new back-up server, with the cost not to exceed $4,500.00.

Nays - None Motion passed
7. New Sheriff contract.  Moved by Corba, seconded by Luttenbacher to enter into a contract
with the Genesee County Sheriff's Department, with the cost for the year 2004 being 
$696,466.00 and the cost for the year 2005 being $716,179.00.
