CHARTER TOWNSHIP OF VIENNA  
  PLANNING COMMISSION MINUTES  
  APRIL 28, 2003  
 
Chairperson Curtis opened the meeting at 6:00pm and led the Pledge of Allegiance.  
 
Present: Vernon Curtis, Gery Giltinan, Ben Ranger, Lee Garner, Scott Preseau, Max   
Schweitzer, Doug Chilson, Dale Frappier,  Bob Palmer, and Mary Johnson.  
 
Absent: None.  
 
Minutes: Motion by Schweitzer, seconded by Preseau to approve the minutes of April 14, 2003
as presented. All ayes, motion carries.  
 
Additions/  
Changes: None.  
 
Communications: None.  
 
Petitions: 1. Brian Wiskur Pond, 5306 W. Wilson Rd. Max Schweitzer said Mr. Wiskur said  
he was unable to make the last meeting, and cannot make it tonight. He will call and  
reschedule.  
   
2. David LaMay, Corinne Birchmeier Public Hearing.  
Secretary Garner read the Notice of Public Hearing. Corinne Birchmeier presented  
the plan to the Board. She explained there will be three model sheds placed on the  
property for display with the spec sheet inside of the sheds.  
 
Chairperson Curtis opened discussion to the audience. No Comments.

Bob Palmer said Ms. Birchmeier has done a wonderful presentation job, but this was  
the area that the Board wanted to restrict outside sales. Mr. LaMay takes care of the  
property now so he has no doubt he will keep it up when he has the sheds on it. The  
proposed use is consistant with the Master Plan.  
 
Ben Ranger asked how long the Special Land Use permit is for and Palmer said it  
lasts forever. He also asked if sheds would be built on the property and was told no.  
 
Max Schweitzer asked if the property was south of the outside trailer sales and was  
told yes, it was.  
 
Ben Ranger noted that Todd Massey has a special land use permit for a modular  
home office site, so this request is consistant with the area.  
 
Gery Giltinan asked if the only signage was on the west side.  
 
Ben Ranger asked if there were any other businesses in the area that sold sheds  
besides Clio Lumber and was told no.  
 
Scott Preseau asked if the trees on the site plan were existing and was told yes.  
 
Corinne Birchmeier said that the ordinance says they are allowed three signs and  
they will say "model" and have a phone number and perhaps the cost.  
 
Vernon Curtis said he would prefer one sign instead of three, and Ms. Birchmeier  
said she would be agreeable to one sign.  
Chairperson Curtis noted 13 notifications to neighbors had been sent.  
Motion by Ranger, seconded by Schweitzer to approve the Special Land Use for  
David LaMay with one (1) sign for the display of sheds.  
 
Voting yes: Preseau, Giltinan, Schweitzer, Garner, Ranger, Frappier, Chilson, Curtis.  
Voting no: None  
Motion carries.  
 
Repts. Of Comm. Ben Ranger reported on the training in Fenton Township. He also asked if copies of  
the corrected Planning Commissions by-laws could be furnished at the next meeting  
for the Board to vote on.  
 
Unfinished Bus. None.  
 
New Business: 1.  Set Public Hearing for Bruce Stiers.  
Motion by Garner, seconded by Ranger to set the Public Hearing for Bruce Stiers  
for May 12, 2003 at 6:00pm. All ayes, motion carries.  
 
2.  Rowe Proposal: The consensus of the Board was that if the project is complicated
large etc. it should probably go to Rowe for Plan Review, but each case will be  
decided on an individual basis.  
 
3.  City Planning Commission. Vernon Curtis reported that he had met with the City's  
Planning Commission Chairperson, Doug Vance, and he is agreeable to having  
Vienna Township do their Planning work.  
 
4.  Review proposed ordinances. Discussion included maybe if a house sat 300' or   
more back they could have a garage/pole barn in front, and it could be higher. The  
Board will continue to work on these proposed ordinances.  
 
Motion by Chilson, seconded by Preseau to adjourn at 7:50pm. All ayes.
