| Chairperson Curtis opened the meeting at 6:00pm and led the Pledge of Allegiance. | ||||

| Minutes: | Motion by Schweitzer, seconded by Preseau to accept the minutes of 1/27/03 | |||
| as presented. Roll call vote. All ayes, motion carries. | ||||
| Communications | Bob Palmer said Parks & Recreation were having meetings on February 13th and | |||
| 20th to talk about a spray park. | ||||
| Vernon Curtis said the MTA was offering classes on Planning & Zoning in March. | ||||
| Petitions: | Item # : Steve Gardner, 9225 Neff Rd. Site Plan Review. | |||
| Mr. Gardner explained that he was filling a low area on his property to make a | ||||
| driveway. He said the Cities of Clio and Mt. Morris frequently bring in clean fill from | ||||
| different projects they do, but he estimates his project will need approximately 50,000 | ||||
| yards, so the process will take three or four years to complete. The drive to his | ||||
| property now comes across his father's property next door. | ||||

| Schweitzer said he understands he needs his own driveway. | ||||
| Curtis asked if there would be any excavation and was told no. | ||||
| Garner asked if the fill would in any way block the flow of water and was told no. | ||||
| Curtis told Mr. Gardner that the Soil Erosion permit was only good for one year, and | ||||
| this Board will require a copy. Also he must appear before the Planning Commission | ||||
| in 18 months, July 2004, to report on progress. | ||||
| Motion by Preseau, seconded by Schweitzer to allow the driveway fill with yearly | ||||
| soil erosion permits, and appearance at the Planning Commission every 18 months | ||||
| until completion. | ||||

| Unfinished | Scott Preseau said that at the last Township Board meeting the appointment of | |||
| Business: | an alternate to the Planning Commission came up but was not voted on. There | |||
| were some questions, but he hopes it will be voted on next meeting. | ||||
| Three members of the Cast & Crew were present and addressed the Board. Their | ||||
| request was tabled at the last meeting and added to the group of eight properties | ||||
| to be rezoned. They are present asking for their rezoning request to go forward, | ||||
| apart from the other because they hope this will go faster. | ||||
| Motion by Schweitzer, seconded by Preseau to take this issue off the table. | ||||
| Voting yes: Preseau, Garner, Ranger, Giltinan, Schweitzer, Curtis. | ||||

| Motion by Schweitzer, seconded by Preseau to recommend to the Township Board | ||||
| the rezoning of 2220 W. Vienna Rd. from RU-1 to C2. | ||||
