CHARTER TOWNSHIP OF VIENNA
	PLANNING COMMISSION MINUTES
	JUNE 9, 2003
	Chairperson Curtis opened the meeting at 6:00pm and led the Pledge of Allegiance.
Present:	Vernon Curtis, Gery Giltinan, Ben Ranger, Lee Garner, Doug Chilson, Dale Frappier,
	Max Schweitzer, Bob Palmer, and Mary Johnson.
Absent:	Scott Preseau.
Minutes:	Motion by Garner, seconded by Frappier to approve the minutes of May 12, 2003
	as presented. All ayes, motion carries.
Additions/	Bob Palmer talked about mosquito control. The City of Clio, Thetford and Vienna
Changes:	Townships are going together to treat public catch basins beginning next week and
	going thru October. He said he was leaving this meeting early to speak at Thetford's
	meeting about this and offered his opinions on tonight's business.
	Bob said that the Wiskur pond had met all the requirements and should be approved.
	Final site plan for Vienna Meadows only needed to make minor corrections and
	should be approved. Final site plan for LLM Properties was ready to go and should
	also be approved.
Petitions:	1. Wiskur Pond. Brian Wiskur was present to talk about his project.
	Audience Comments: Ted LeClair, 5283 Wilson Rd. said all the homes around the
	area have problems with water in basements so Mr. Wiskur should have no problems
	with his pond.
	Board Comments: Schweitzer asked about a safety station, and whether the ponds
	would be fenced. Mr. Wiskur said he would add safety stations if the Board wanted,
	but the ponds would not be fenced.
	Motion by Ranger, seconded by Garner to approve the pond application with a safety
	station at each pond. Roll call vote. All ayes, motion carries.
	2. Final site plan approval for Vienna Meadows Phase 2. No one was present so
	this was moved to item # 3.
	2.  Final site plan approval for LLM Properties. Tony McKerchie was present and said
	he had all his approvals. The Board had asked at the last meeting that he provide
	sidewalks and he said he will, but that they will be in Phase 2. The dumpsters have
	been moved.
	Audience Comments: John Soldan asked about sewers, and if they were available
	at this site. Mr. McKerchie said the sewer line is coming that way, but if they are
	held up for any reason he already has County septic approval.
	Board Comments: Ranger asked if there would be any outside storage and was told
	no.
	Giltinan asked if he had approval from the Road Commission and Mr. McKerchie
	said it was a State Hwy, and he did have that approval.
	Motion by Ranger, seconded by Schweitzer to approve Phase 1 site plan for LLM
	Properties. Roll call vote. All ayes, motion carries.
	Mr. McKerchie said that a lady had come before the Township Board seeking
	approval to construct a pond instead of the Planning Commission because of the
	time it takes to do the notifications. The Board said she did have to come to the
	Planning Commission.
	There is still no one here representing Vienna Meadows. Motion by Curtis, seconded
	by Ranger to table this hearing. Roll call vote. All ayes, motion carries.
New Business:	1. Set Public Hearing for Scott & Sherry Nichols. Secretary Garner read the Notice
	of Public Hearing on June 23, 2003, with a publish date of June 11, 2003.
	Motion by Garner, seconded by Ranger to set Public Hearing for Scott & Sherry
	Nichols, Special Land Use for June 23, 2003. All ayes, motion carries.
	The Pond Committee will visit the site before the next meeting.
	2. Text Change in By-Laws. Motion by Schweitzer, seconded by Ranger to approve
	the text changes. Roll call vote. All ayes, motion carries.
	3. Review of proposed changes in the zoning ordinances. Beginning June 16, 2003
	at 6:30pm the Planning Commission will meet to discuss these changes. The
	discussion on the 16th will be the Sign Ordinance # 188,  which is free standing.
	Motion by Schweitzer, seconded by Garner to adjourn at 7:20pm. All ayes.
