CHARTER TOWNSHIP OF VIENNA  
  SPECIAL MEETING  
  PLANNING COMMISSION MINUTES  
  NOVEMBER 3, 2003  
 
Chairperson Curtis open the meeting at 6:10pm.  
Present: Vernon Curtis,  Ben Ranger, Gery Giltinan, Dale Frappier, Lee Garner, Kathy Ridley,
Bob Palmer, and Mary Johnson  
   
Absent: Max Schweitzer, and Doug Chilson.  
   
Communications: None.  
   
Minutes: Motion by Garner, seconded by Ranger to approve the minutes of 10-27-03 as  
presented. All ayes, motion carries.  
   
Petitions: 1. Set Public Hearing for Carnell Pond.  
   
Secretary Garner read the notice of Public Hearing.  
     
Motion by Garner, seconded by Giltinan to set a Public Hearing on Nov. 24, 2003  
  for the Carnell pond, 5345 W. Lake Rd. All ayes, motion carries.  
   
New Business: 1. The Pond Committee will view the proposed pond site on Thursday, November 6,  
    at 4:00pm.  
   
2. Review of proposed Zoning District map.  
   
Bob Palmer said that the goal of the new zoning district map is to get control of  
the haphazard zoning along Saginaw Rd, and wipe out the spot zoning. In 1955 the  
front 350' of Saginaw Rd. was zoned C-2. The proposed zoning map will incorporate
several different zoning areas that will group like zonings together.  
   
The Commission would like to see this happen, but expressed concerns about  
rezoning properties without the owners request or knowledge. It was decided to hold  
hearings, one section at a time, invite property owners in on a Wednesday night,  
explain the plan to them and if they are in favor, sign a paper saying they are in favor
of rezoning their property. The Planning Commission will issue a request to the  
Township Board that these mass rezoning on Saginaw Rd. be exempt from the  
rezoning fee for a limited time period.  
   
Motion by Ranger, seconded by Ridley to request that the Township Board waive  
rezoning fees for a limited period of time to encourage property owners on Saginaw  
to bring their properties in compliance with the Future Land Use plan.  
All ayes, motion carries.  
   
  Motion by Ranger, seconded by Curtis to adjourn at 7:20pm.
