CHARTER TOWNSHIP OF VIENNA  
  PLANNING COMMISSION MINUTES  
  SPECIAL MEETING OCTOBER 6, 2003   7:00PM  
 
Chairperson Curtis opened the meeting at 7:00pm and led the Pledge of Allegiance.  
 
Present: Vernon Curtis, Gery Giltinan, Ben Ranger, Lee Garner, Kathy Ridley, Doug Chilson,  
Dale Frappier,  Bob Palmer, and Mary Johnson.  
 
Absent: Max Schweitzer.  
 
Minutes: Motion by Ranger, seconded by Ridley to approve the minutes of September 22, 03  
as presented with one name correction.  All ayes, motion carries.  
 
Additions/ None.  
Changes:  
 
Communications: None.  
 
Petitions: 1. Set Public Hearing for Kevin Marsee Rezoning for October 27, 2003.  
Chairperson Curtis explained that Mr. Marsee had requested to come before the  
Commission again with a revised plan.  
Secretary Garner read the Notice of Public Hearing.  
   
Motion by Garner, seconded by Giltinan to set a Public Hearing for Kevin Marsee  
on October 27, 2003 to rezone two (2) properties, parcel numbers 18-22-100-007/008.
All ayes, motion carries.  
   
2. Public Hearing, JLM Properties Special Land Use.  
Jim Montague was present to explain his project. He would like to construct an  
private airstrip on vacant land, parcel number 18-25-100-007. The parcel is 31 acres.  
He explained that his family had had an airstrip since the early 50's, but now the  
land had been splitup.  
   
Chairperson Curtis opened discussion to the audience.  
 
1. Mary Wale, 10324 N. Saginaw Rd. asked where the planes would come in at and  
was told in line with the VFW Hall. She also asked about the noise at night and was  
told it would be no different than the daytime.  
 
2. John Doering, 10321 N. Saginaw Rd. said Jim is a good businessman, and a good  
neighbor and this small request deserves the Commission's consideration, and he is  
in favor of the project.  
 
Chairperson Curtis opened discussion to the Board.  
 
Garner asked about 3600' runway when plan shows 3000'. Mr. Montague said he  
wanted to go further west of Saginaw, away from traffic. He also said in the future  
he may build a house as well as a hanger.  
 
Bob Palmer said if the house was built first the hanger could be built as an accessory
building providing it complied with the ordinances.  
 
Ridley said that the Master Plan future land use shows industrial, single family  
residences, and transitional use, low impact, and this project will be a good use of  
the land in this area.  
 
Giltinan questioned the DOT form that said it was forwarded to the FAA.  
Mr. Montague said the FAA does not control private airstrips, DOT sends the plans  
to them so they can be recorded on the charts.  
 
Ranger said if the FAA had problems the project would not go.  
 
Motion by Ranger, seconded by Chilson to approve the Special Land Use for JLM  
Properties to construct a private airstrip.  
Roll call vote. All ayes, motion carries.

Unfinished Bus. None.  
 
New Business: Ridley asked about the "Conduct of Public Hearings" on the back of the agenda. She  
said that #4 goes against the FOIA which gives everyone the opportunity to speak.  
Chairperson Curtis said the text came from the By-laws, but the word "shall" could  
be changed to "should".  
 
The meeting was adjourned at 7:30pm.
