CHARTER TOWNSHIP OF VIENNA  
  PLANNING COMMISSION MINUTES  
  AUGUST 9, 2004  
 
Chairperson Curtis opened the meeting at 6:00pm and led the Pledge of Allegiance.  
 
Present: Vernon Curtis, Gery Giltinan, Ben Ranger, Doug Chilson, Kathy Ridley, John  
Krieger,   Bob Palmer, and Mary Johnson.  
 
Absent: Max Schweitzer.  
 
Minutes: Motion Giltinan, seconded by Chilson to approve the minutes of July 26, 2004  
as presented. All ayes, motion carries.  
 
Additions/ None.  
Changes:  
 
Petitions: 1. Benjamin & Laura Wright, 14181 Neff Rd. Special Land Use.  
Mr. & Mrs. Wright were present requesting a pond permit. They are building a new  
home and need the fill from the pond.  
Report of Pond    
Committee: The Pond Committee, Ben Ranger, Gery Giltnan, and Max Schweitzer visited the  
proposed pond site and reported that they had plenty of room and they found no  
problem with the site, but were concerned that the house wasn't built yet.  
   
Bob Palmer said as long as they don't start the pond before the house he has no  
problem with it.  
   
Audience comments: None.  
Board comments: None.  
   
Motion by Ranger, seconded by Ridley to approve the pond application with the  
provision that the pond and house be built at the same time.  Roll call vote. All ayes,  
motion carries.  
 
2. Adaptive Motion Control Systems. Rezoning application.  The front 350' will stay  
C-2 and the remaining back portion will be rezoned to M-1.  
 
Patrick Retsel, Adaptive Motion Control, Len Schaeding, CCI Construction, and  
Janice Karcher, Flint-Genesee County Growth Alliance were present to support the  
project. Mr. Retsel said they will build a 30,000 to 40,000 sq. ft building that will  
build machines that do bending for the auto manufacturing industry. He also said  
Vienna Township is the ideal site, close to the expressway, Bishop Airport, and there
is room to grow.  
 
Audience comments: 1.Luke Lee, 1138 W. Dodge Rd. said he has two properties  
close to the proposed site and the creek floods. Will they will use products that will  
get in the ground water?  
Mr. Schaeding said the site will have detention ponds and all permits required at  
Site Plan Review.  
 
Board Comments: 1. Ridley said the Master Plan shows Industrial & Office Research  
in that area and it is a good use of the land.  
2. Bob Palmer said the Township owned the site and they had environmental tests,  
Phase 1 & 2 done. Metal was detected in the ground and removed. The site is now  
clean. There is sewer & water at the site and he believes it is a good use of the land.  
3. Curtis asked if there is adequate storm drainage and Bob said the detention pond  
will hold the water and lessen flooding.  
 
Motion by Ridley, seconded by Ranger to recommend rezoning for back portions of  
18-25-400-004/005, vacant land on N. Saginaw Rd. from RA to M-1, with the front  
350' to remain C-2. Roll call vote. All ayes, motion carries.  
 
New Business: Set Public Hearing for Stephen & Tammy Shepard, 12433 N. Saginaw Rd.  
Secretary Giltinan read the notice of Public Hearing, and made the motion.  
Seconded by Chilson.  Roll call vote. All ayes, motion carries.  
Unfinished  Public Hearing for the new proposed ordinances is set for September 13, 2004.
