Trustees:  Fuller, Ridley, Taylor, Zinn
Minutes: Moved by Luttenbacher, seconded by Zinn to approve the January 3, 2005
minutes as presented. All in favor
Additions: SHIP's property (2136 Vienna) demo project.
Treasurer's Report: Luttenbacher presented the December, 2004 report.
Sheriff's Report: Sgt. Wilhelm presented the January, 2005 report.
Building Report: Palmer presented the December, 2004, January, 2005, and the year end report.
Bills: Bills in the amount of $40,088.83 were presented.  Moved by Luttenbacher,  seconded by 
Ridley to approve the bills.

Nays - None Motion passed
Library Report: Zinn stated that the part of the Library roof will be replaced soon.  He also stated that 
circulation has almost doubled in the past year.
Amphitheater: McKerchie presented the report.
Fire Authority: Luttenbacher stated that the 2004-2005 budget was presented to the board. He also stated
that Station 2 will be having some repairs done on the building.
Senior Center Report: Ridley stated that the Ways & Means Committee for the New Senior Center and the Clio
Area Big Boy Restaurant is sponsoring a Celebrity Server fund raising event on Thursday,
April 14, 2005, from 4 to 8 p.m. 
Supervisor Report: McKerchie stated that both the Vienna Road sewer project and the Senior Center project
is progressing well.
Public Comment: Dave Wojahn, 12433 Webster, asked why the property across from his home is being
surveyed and asked what kind of development was going into that area.  He asked that if 
sewer or water was run in front of his house would he have to hook into it.
Phil Harrison, Wilson Rd., stated his concerns about the SHIP's property.
NEW BUSINESS:
1. Set Public Hearing, Montague Tax Abatement, March 7, 2005.  Moved by Zinn, seconded
by Ridley to set the public hearing. All in favor
2. Set Public Hearing, Amend Downtown Development plan, March 7, 2005.  Moved by 
Luttenbacher, seconded by Ridley to set the public hearing. All in favor
3. Senior Center Water Main extension - Vienna Road, proposal.  Moved by Zinn, seconded 
by Luttenbacher to pay Rowe Inc. up to $3,800.00 for the design engineering cost based on
the work required to complete the engineering process through bid letting.

4. MERS Resolution for adopting Act No. 88, Resolution No. 02-07-05-62.  Moved by Taylor,
seconded by Ridley to adopt the resolution.

5. Special use provisions of Zoning Ordinance to regulate Sexually Oriented Business, 
Ordinance No. 360.  Moved by Zinn, seconded by Ridley to adopt the Ordinance.

Nays - None Motion passed
6. Arrests without warrants for domestic assault and assault and battery ordinance, first 
reading.  Moved by Zinn, seconded by Fuller to suspend from the reading.       All in favor
7. Cost recovery for OWI arrests ordinance, first reading.  Moved by Zinn, seconded by Ridley
to suspend from the reading. All in favor
8. Crossing guard discussion.  Moved by Scott, seconded by Taylor to pay half of the wages
of the crossing guard beginning August 1, 2005.  The school district will pay the other half.

9. Senior Center newsletter, discussion.  Moved by McKerchie, seconded by Luttenbacher to
pay up to $2,500.00 towards the Senior Center newsletter in the year 2005.

Nays - None Motion passed
10. Demolition project bids for 2136 Vienna Rd. (Senior Ctr. Property).  Moved by Fuller, 
seconded by Ridley to hire Bartman Excavating/Demolition Co. at the cost of $9,880.00
per the specifications.
