Minutes: Moved by Luttenbacher, seconded by Taylor to approve the February 7, 2005 minutes.

Moved by Zinn, seconded by Fuller to approve the February 15, 2005 minutes.
All in favor
Treasurer's Report: Luttenbacher presented the January 31, 2005 report.
Building Report: Palmer presented the Building report for February, 2005.
Bills: Bills in the amount of $143,559.58 were presented. It was decided to pay Rowe Inc. only
$4,000.00 until it was determined why Rowe did not put all the markers in the West Vienna
Cemetery.  Moved by Luttenbacher, seconded by Ridley to pay the bills in the amount of
$141,684.58.

Library Report: Zinn presented the library report.
Amphitheater: McKerchie presented the report.
Senior Center Report: Senior Center director, Ann Anderson gave the 2004 Annual report.
Metro Alliance: Corba presented the report.
Supervisor Report: McKerchie stated that the Vienna Rd. sewer project will begin soon.  The project is not
scheduled to be finished until June.  Vienna Road will be down to one lane each way.
Correspondence: Clerk Scott read a letter from Phil Sanborn asking to withdraw his request for rezoning on
Clio Road.
Public Comment: 1. Kathy Taylor, 545 Allen, stated that on April 14, 2005, from 4 - 8, there will be
"Celebrity Servers" at Big Boy as a fund raiser for the Senior Center.
2. Desiree Londrigan, MCC Northern Tier Center, stated that the college is looking
to expand their space in the future.  The college is also looking for contribute-
ions either in money for land.  She thanked the community for their continued
support.
3. Dick Taylor, 545 Allen, announced that the Lions is putting on an Easter Egg
Hunt on March 26, 2004, at 10 a.m., at the Clio Park.
4. Kerry Paulson, 11520 Colonial Woods, thanked the Board for letting the Fire
Department train at the S.H.I.P. property.
NEW BUSINESS:
1. Public Hearing, Amend the Downtown Development plan.  Moved by Zinn, seconded by
Fuller to open the hearing at 6 p.m. All in favor
There was no public comment.
After discussion, no action was taken.
Moved by Fuller, seconded by Scott to close the public hearing at 6:19 p.m. All in favor
2. Zoning Ordinances, Articles 1 thru 29, 1st reading.  Moved by Zinn, seconded by Ridley to
suspend from the reading. All in favor
3. Repeal of ordinances 256, 188, 290, and 275, 1st reading.  Moved by Luttenbacher, 
seconded by Fuller to suspend from the reading. All in favor
4. Set a Public Hearing for Special Assessment for street lighting in the Phase II Centennial
Oak Site Condominium project, March 21, 2005, 5:30 p.m.  Moved by Zinn, seconded by
Ridley to set the public hearing. All in favor
5. Hazardous Waste Collection.  Moved by Luttenbacher, seconded by Fuller to pay
$1750.00 towards the 2005 Household Hazardous Waste Collections.

Motion denied.
6. Rezoning Ordinance, V/L Clio Rd., Parcel 18-10-400-026, first reading.  The zoning request
was withdrawn by the owner's request.
7. Rezoning Ordinance, 12251 N. Saginaw, Parcel 18-14-400-021, from C-2 (Commercial) to
RSA ( Residential Suburban Agricultural), first reading.  Moved by Zinn, seconded by
Luttenbacher to suspend from the reading. All in favor
8. Arrest without warrants for domestic assault and assault and battery ordinance No. 361.
Moved by Scott, seconded by Fuller to adopt the ordinance.

9. Cost recovery for OWI arrests ordinance No. 362.  Moved by Scott, seconded by Ridley to
adopt the ordinance.

Nays - None Motion passed
10. Vienna Township/Liberty Springfield water line agreement.  Moved by Fuller, seconded by
Luttenbacher to sign the agreement with Liberty Springfield agreeing to split the cost of 
running an 8" water line from the property line to Sunset, not to exceed $20,000.00.  It will
not be payable until the water line is accepted by G.C. Water and Waste.

Nays - None Motion passed
11. Linden Road watermain.  After discussion it was decided to hold until the next meeting.
12. Public hearing, Montague Tax Abatement.  Moved by Zinn, seconded by Ridley to open the
hearing at 6:32 p.m. All in favor
Mr. Montague spoke about why they are asking for the abatement.
Moved by Taylor, seconded by Luttenbacher to close the hearing at 6:38.  All in favor
Montague Tax Abatement, Resolution No. 03-07-05-64.  Moved by Luttenbacher, seconded
by Scott to adopt the Resolution.

Nays - None Motion passed
13. Fire Hall Resolution No. 03-07-05-63.  Moved by Zinn, seconded by Fuller to adopt the
resolution.

14. Set a Public Hearing, Fire Hall project, March 21, 2005 at 5:30 p.m.  Moved by Zinn,
