CHARTER TOWNSHIP OF VIENNA  
                   PLANNING COMMISSION MINUTES  
                                        MAY 9, 2005  
     
 
Chairperson  Curtis opened the meeting at 6:00pm and led the Pledge of Allegiance.  
 
Present: Vernon Curtis, Doug Chilson, Max Schweitzer, John Krieger, Gery Giltinan, Mike  
Zinn, Bob Palmer, and Mary Johnson.  
 
Absent: Ben Ranger.  
 
Minutes: Motion by Schweitzer, seconded by Krieger to approve the minutes of April 25, 2005  
as presented.  All ayes, motion carries.  
 
Additions/ None.  
Changes:  
 
Comm: Notice of Rezoning Hearing, Montrose Township.  
 
Repts of Comm: None.  
 
Petitions: 1. Public Hearing, Arthur Sauve Special Land Use.  
Irene Sauve was present and explained their project. She said the outdoor area will  
be a fenced 30 x 40' concrete pad for outdoor sales of food and liquor.  
 
Chairperson Curtis opened comments to the Audience:  
1. Herb Nelson, 1385 W. Vienna Rd. said this project will be a real benefit to the  
Community, and if done correctly it will be nice.  
 
Chairperson Curtis opened comments to the Board.  
Bob Palmer said they will have to follow the Liquor Control guidelines but thinks this  
project is a good idea.  
 
Schweitzer asked if there will be music and Mrs. Sauve said there were no plans yet.
 
Zinn asked if any parking spaces would be lost to put in the concrete pad and was  
told no, but they would lose the grassy area.  
 
Giltinan asked about a sign and was told just the same one at the entrance.  
 
Curtis said the BDA would like Twin's & Garrow to coordinate their dumpsters, and  
enclose them. They would also like a sidewalk in front.  
 
Giltinan asked about lighting and said the Board would like low impact lighting.  
 
Motion by Krieger, seconded by Zinn to approve the Special Land Use for outside  
liquor and food sales, conforming with Zoning Ord. 22.22 A-G, with the dumpster  
enclosed and a sidewalk across the front of the property.  
Roll call vote. All ayes, motion carries.  
 
2. Dutchman's Development, Preliminary Site Plan Review.  
David DeMarr, developer for the project was present. He said this is a 15 acre site  
and it will have 48 homes.  
 
Chairperson Curtis opened comments to the audience.  
1. Herb Nelson, 1385 W. Vienna Rd. said there is already too much noise from  
Vienna Meadows across the street. He said there should have been a berm or line  
of trees to buffer the noise.  
 
2. Don McKim, 13104 Grant Circle said the drive will not line up with Vienna  
Meadows, and with the increased traffic will they need a traffic light. He also asked  
about the cost of the homes.  
 
Chairperson Curtis opened comments to the Board.  
Palmer said the 1st building will be 300' back from the entrance so noise won't be a  
problem, and there will be a 35' setback around the outside. It will be a full condo  
project and will have a clubhouse. He recommends approval.  
 
Zinn said his biggest concern is increased traffic.  
 
Giltinan asked about detention pond and Mr. DeMarr said all water goes to detention  
pond and is then metered off. He also asked about a sign and Mr. DeMarr said it  
will be the same style as the others.  
 
Motion by Giltinan, seconded by Chilson to approve the preliminary site plan for  
Dutchman's Development as presented. Roll call vote. All ayes, motion carries.  
 
Unfinished Bus. None.

The meeting was adjourned at 6:35pm.
