Roll Call: Present: Supervisor McKerchie, Clerk Scott, Treasurer Luttenbacher
Trustees:  Ridley, Taylor, Zinn, Fuller
Previous Minutes: Moved by Scott, seconded by Ridley to adopt the February 6, 2006 minutes as presented.
All in favor
Bills: Bills in the amount of $59,333.68 were presented.  Moved by Luttenbacher, seconded by Zinn to
approve the bills.

Treasurer's Report: Luttenbacher presented the report for January.
Building Report: Palmer presented the report for January.
Library Report: Zinn stated that the Clio Area Library is the 3rd busiest library in Genesee County.
Mass Transportation
Authority Report: Luttenbacher stated that the MTA purchased two buses to travel to Oakland County.  They
also allocated funds for art work at the bus terminal on Harrison and Second Street.
Fire Authority: Luttenbacher stated that the Authority approved the 2006 budget.
Senior Center Report: Senior Center Director Ann Anderson presented the annual report.  She stated that the center received
their 501 C 3 license.  They have also raised over $50,000.00 towards the furnishings of the new
Center.
Supervisor's Report: McKerchie stated that the building of the new Senior Center will be voted on at the April 3, 2006,
Township Board meeting.
Correspondence: Palmer reported on the BDA Annual Report.
Clerk Scott reported that Vienna has a total of 4934 sewer hook-ups with Genesee County.
Additions: None
Public Comment:
1. Jack Edwards, 4480 Lake, asked for 100% support from the Board members for building the Senior
Center.  Mr. Edwards also suggested forming a sub-committee to help with getting the Center built
this year.
2. Dick Taylor, Clio City, announced that the Lion's Club will be having their "White Cane" sale, April 28 
and 29th.  90% of the proceeds are put back into the Clio area.
3. Laurel Coe, Thetford Township, stated that it would be reasonable to have residents outside of Vienna
Township pay a user fee to help fund the new center.  She is in favor of building the new center.
4. Andy Everman, Mott College Trustee, stated that anyone over 60 years of age can attend Mott College
classes free of charge.
New Business:
1. American Legion Poppy Sale.  Moved by Fuller, seconded by Scott to allow the Poppy Sale, May 11,
12 and 13, 2006. All in favor
2. Signage for the out-lots of Vienna Village PUD.  Moved by Fuller, seconded by Luttenbacher to include
monument signs in the PUD for Vienna Village.

3. Growth Alliance support, Phase II Capital Campaign 2006.  After discussion it was decided to have the
Growth Alliance come to the Township and explain the Capital Campaign.
4. Liquor License, 12587 Saginaw, R & B Market, Resolution No. 03-06-06-97.  Moved by Zinn, seconded
by Luttenbacher to approve the resolution.

5. Hire new Deputy for Sheriff's Department.  Moved by Scott, seconded by Zinn to hire an additional
full time deputy.  The BDA will give $30,000.00 towards the deputy's salary for one year.

Nays - None Motion passed
6. Vienna Township Cell Tower rights.  McKerchie stated that he has been negotiating selling the rights
to the cell tower.
7. Senior Center discussion.  McKerchie stated that the Federal Government guaranteed the Township
$119,000.00 for the purpose of building a new Senior Center.  He is still looking into any other available
funds to help with the project.  The Township Board will vote on financing and award the bid on the 
project at the April 3, 2006 board meeting.
