Trustees:  Ridley, Taylor, Zinn, Fuller
Previous Minutes: Moved by Luttenbacher, seconded by Zinn to approve the March 20, 2006 minutes as presented.
All in favor
Bills: Bills in the amount of $2,436.24 were presented.  Moved by Scott, seconded by Ridley to
approve the bills.

Library Report: Zinn stated that the lights in the back of the parking lot will be installed soon.
Correspondence: Luttenbacher spoke about the Genesee County Citizens Millage Committee.  He stated that if the 
Millage is put on the ballot, 43% of the revenue would be divided between 15 Centers in the County if
there is no other form of funding.  The County Millage would be used for programs.  If the Township
put a Millage on the ballot, the money received would be used for the building.  Luttenbacher stated 
that the County is not sure if it will be on the ballot or not.
Supervisor's Report: McKerchie stated that the Trolly Line Trail's information has been given to the County.  The road
projects will be starting soon.
Corrections: Number 2, Growth Alliance, support Phase II Capital Campaign 2006, was removed.
Public Comment:
1. Jack Edwards, 4480 Lake, supports a Vienna Twp. Millage, to build a center, but does not support a
County millage.
2. Laurel Coe, Thetford Twp., is in favor of the Township millage, if that is what it takes to build a center.
3. Archie Bailey, Commissioner, said that nothing has been presented to the board concerning a County
Millage for Seniors, as of April 3, 2006.  Bailey supports the County millage.  Bailey also spoke about
free health insurance for people 19 to 64 years old and who qualify financially.  He stated that he can
be contacted for more information.
4. Dorothy Tarrant, 1061 W. Dodge, feels that the Township Board mislead the residents into thinking 
that the center would be built soon.  She asked why the money went towards the architect, waterline 
and other expences when the Township doesn't have the money to build the center.  She is not in favor 
of having a County millage along with a Township millage.
5. Herb Nelson, Senior Center Building Committee Chairman, asked the board to discuss why the board
is considering putting a millage on the ballot for building a senior center.
Supervisor McKerchie stated that there has been financial changes in the Township since the center
was first proposed.  The Township was not able to obtain a low interest loan and there is no grant
money available from the State.  McKerchie also stated that the auditors advised against obtaining
any additional loans.  The millage would bring in enough money for the building and services.
6. Marjie Hodges, 707 N. Bridge, Linden, (Senior Ctr. Director), supports a County millage, stating that
it would help with senior services.
7. Debra Hersberger, Eastside Sr. Director, explained how a County millage for seniors could be used
for services and programs.
8. Jean Johnson, Burton Senior Center Director, is in favor of a County millage for seniors.  She feels that
it would provide services for everyone.
New Business:
1. Amendment and Restatement of G. C. Water Supply System amendment to the 2001 Base Agree-
ment.  John O'Brien, G. C. Water and Waste, explained the amendments for the Sewer and Water
Supply System.  The Board will vote on the amendments at the next meeting after they have a chance
to read them.
2. Growth Alliance, support Phase II Capital Campaign 2006, REMOVED.
3. Rezoning Ordinance No. 371, Parcel No. 18-11-552-019, 13026 N. Saginaw, from C2 (Commercial
General District) to RSA (Residential Suburban Agricultural).  Moved by Zinn, seconded by 
Luttenbacher to adopt the ordinance.

4. Retaining Local Control of Cable Franchising, Resolution No. 04-03-06-99.  Moved by Zinn, seconded 
by Scott to approve the resolution.

5. Release of Farmland agreement, Resolution No. 04-03-06-100, Jacobs & Son, W. Lake, Parcel
No. 18-06-400-004.  Moved by Luttenbacher, seconded by Zinn to approve the resolution.

6. Clio/Vienna/Thetford Area Basic Disaster Plan.  Moved by Scott, seconded by Luttenbacher to adopt 
the disaster plan with the required changes. All in favor
7. Local Economic Development and Increase Statutory Revenue Sharing, Resolution No. 04-03-06-101.
Moved by Scott, seconded by Ridley to adopt the resolution.
