CHARTER TOWNSHIP OF VIENNA
                            PLANNING COMMISSION MINUTES    
                                         JANUARY 23, 2006      
                 
               
Chairperson Curtis opened the meeting at 6:00pm and led the Pledge of Allegiance.
               
Present: Vernon Curtis, Gery Giltinan, Ben Ranger, Doug Chilson, Mike Zinn, Bob Palmer,
and Mary Johnson.            
               
Absent: Max Schweitzer, and John Krieger.        
               
Minutes: Motion by Zinn, seconded by Giltinan to approve the minutes of January 9, 2006
with one correction. Election of Officers: Motion to appoint the Pond Committee was
made by Chairperson Curtis.

Petitions: 1. Final Site Plan. Senior Center.        
Greg Mason from CHMP was present and spoke on the project.     
               
Chairperson Curtis opened discussion to the Audience. None.    
Chairperson Curtis opened discussion to the Board.      
               
Curtis said there was a letter from Water & Waste saying they could not approve the
project until some corrections were made. Mr. Mason said they were addressing 
those issues, and they were minor.        
               
Giltinan asked if the handicap parking spaces requirementS were different from regular
places and Mr. Mason said no but they will have additional restricted parking.
               
Palmer said they were close to getting all their permits and he doesn't think the
project should be held up until they get final approvals.      
               
Curtis asked about the sidewalk and the back existing fence. Mr. Mason said the
sidewalk will be constructed and the fence will be left in place.    
               
Motion by Ranger, seconded by Zinn to approve the Final Site Plan as presented.
Roll call vote. All ayes, motion carries.        
               
2. Site Plan Review. Sarah Leonard, 3455 Field Rd.      
Mrs. Leonard said she and her husband own a towing company in Montrose, and
they have looked at several places in Vienna Township to expand their business.
They are proposing to lease a 90' x 100' vacant space at 3455 Field Rd, S&S Auto
Salvage for towing and storage for Vienna Township only. She doesn't anticipate 
vehicles staying more than 72 hours. There will be signs on the fence giving the 
Montrose phone number to call to get a car released, and someone will come to the
lot. They won't have a building or a phone at the site. She said her company tows for
AAA, and at the present time Vienna Township has no one qualified to tow for AAA.
Mr. Leonard said they are only open 9am to 5pm and are closed on the weekends.
               
Chairperson Curtis opened comments to the Audience.    
               
Randy Taylor, 5142 W. Vienna Rd. said we need a towing company in the Township
serving Vienna Township residents. He asked Bob Palmer about Roadside towing in
the City and if they are qualified to tow for AAA and was told yes, that they do the
majority.               
               
Chairperson Curtis opened comments to the Board.      
               
Bob Palmer said Dave & Teri's is the only approved towing company in the Township.
S&S Auto Salvage is a non-conforming use now but this addition will have no impact.
He said he contacted the DNR and that they have no guidelines for towing companies.
He told the Board he thinks this is a legitimate request. Last year the total impounds
were 160.              
               
Curtis asked how many cars would be stored at one time and was told maybe three,
and they will only be Vienna Township vehicles.      
               
Zinn asked where they will pay the fees, and was told they have to go to the Sheriff's
department first to get a release and pay their fines, then they will call the number on
the fence.
