CHARTER TOWNSHIP OF VIENNA  
                   PLANNING COMMISSION MINUTES  
                                        MAY 22, 2006  
     
 
Chairperson Curtis opened the meeting at 6:00pm and led the Pledge of Allegiance.  
 
Present: Vernon Curtis, Gery Giltinan, Ben Ranger, Doug Chilson, Max Schweitzer, Mike Zinn,  
Bob Palmer, and Mary Johnson.  
Absent: John Krieger.  
 
Minutes: Motion Zinn,  seconded by Chilson to approve the minutes of May 10, 2006 as  
presented. All ayes, motion carries.  
 
Additions/ None.  
Changes:  
 
Communications: None.  
 
Rept. Of Comm: Ben Ranger reported that the Pond Committee visited the site at 2280 W. Lake Rd  
and said there was plenty of room for a pond and the site was wet and a pond will  
help alleviate the problem.  
 
Petitions: 1. Public Hearing for Special Land Use at 2280 W. Lake Rd. to construct a pond.  
Craig & Laura Dubiel were present and said they want a pond to help with the water  
problems. Mr. Dubiel said the proposed pond is well away from his well and septic  
field.  
   
Chairperson Curtis opened comments to the audience.  
   
1. Steve Pace, 2310 W. Lake Rd. said he has grandkids who might fall in the pond,  
he is afraid of the West Nile virus from mosquitos, and he is selling his house and a  
pond will hamper the sale.  
   
Chairperson Curtis opened comments to the Board.  
   
Max Schweitzer asked what he will do with the fill and was told it will stay on site.  
Ben Ranger said the back property is wet now but he may have trouble keeping water  
in the pond when it is dry.  
Gery Giltinan said the area is low and wet but the site won't interfere with the well  
and septic field.  
Bob Palmer said the area is a flat open field and Mr. Dubiel will pitch the runoff  
towards the pond so it will not affect the neighbors, and he recommends approval.  
   
Motion by Ranger, seconded by Zinn to approve the Special Land Use for a Pond.  
Roll call vote. All ayes, motion carries.  
   
2. Final Site Plan for Mott Community College, 4082 W. Vienna Rd.  
Paul Thwing, SSOE Architects was present and spoke on the project. He said Mott  
will do the landscaping and presented a plan. He also said they will leave the present  
lighting, and the dumpster will stay where it is.  
 
Sam Migaldi, building owner, said when they redo the exterior of the building they will  
come to the Planning Commission for approval.  
 
 
 
Bob Palmer said they will reface the sign at the road, which is preexisting, and they  
will have a new sign over the main entrance.  
 
Discussion on motion requests at the preliminary site plan review.  
 
Motion by Zinn, seconded by Schweitzer to approve the final site plan for Mott.  
Roll call vote. All ayes, motion carries.  
 
3. Hearing for amendment to Vienna Town Square PUD.  
Stephen Pawlaczyk, Atwell Hicks, was present to present the changes. He said  
the original PUD was approved on August 15, 2005 and was 400,000 sq. ft. The PUD  
has been redone and is now 345,000 sq. ft. and the buildings have been shifted  
around.  
 
Chairperson Curtis said the Planning Commission will decide tonight if the changes  
are minor and whether they affect the overall character of the original plan.  
 
Bob Palmer said the plan is basically the same, just smaller density, and more  
green spaces. There will be a landscape separation between the PUDs. The entrances
will remain the same.  
 
Vernon Curtis said he would like to see a walking path between the two PUDS.  
Gery Giltinan said this is an improvement from the original with more green space and  
lower impact.  
 
Motion by Zinn, seconded by Schweitzer, finding the proposed changes are minor in  
nature, and does not violate the area and density requirements, and does not affect  
the overall character of the plan. Roll call vote. All ayes, motion carries.  
 
Unfinished Bus: Ben Ranger said the Board needs to revisit the sign issues in the PUDS.  
 
New Business: None.  
 
 
The meeting was adjourned at 7:07pm.
