CHARTER TOWNSHIP OF VIENNA  
                    PLANNING COMMISSION MINUTES  
                               NOVEMBER 27, 2006  
     
 
Chairperson Curtis opened the meeting at 6:00pm and led the Pledge of Allegiance.  
 
Present: Vernon Curtis, Gery Giltinan, Ben Ranger,  Mike Zinn, Max Schweitzer, Doug  
Chilson, Bob Palmer, and Mary Johnson.  
 
Absent: John Krieger.  
 
Minutes: Motion by Schweitzer, seconded by Chilson  to approve the minutes of 11-13-2006  
as presented. All ayes, motion carries.  
 
Additions/ None.  
Changes:  
 
Communications Chairperson Curtis reminded the Commission of the party at Forest Twp on 12-1-06.  
 
Petitions: 1. Menard, Inc. Prepreliminary Site Plan Review. Tom O'Neil was present and spoke  
on the project. He said the store will be approximately 160,000 sq. ft and will have  
a garden center, a lumber area, all of which will have overhangs to protect shoppers  
from the weather. There will be a 14' fence which will help shade the lights and noise.  
   
Audience comments: None.  
Board comments: Curtis asked about the detention pond and asked where the runoff  
from the catch basins will go. Mr. O'Neil said detention will be west of the warehouse
and yard area. The pipes in the catch basins will connect to the detention pond. This  
system will be large enough to accommodate the outlots on Linden Rd also, which  
Menard's are purchasing.  
   
Bob Palmer said he wanted to make sure they will maintain the outlots before they  
are sold. Mr. O'Neil said they would.  
   
Curtis said he didn't see any trees in the plan, and Mr. O'Neil said there will be 74  
trees on the site. Curtis asked if this store will look like the Bay City store and was  
told no, it will be a step up in style.  
   
Vernon Curtis said he didn't like the three flat outcrops on the building. He would  
like peaks which will help hide the air conditioners.  
   
Bob Palmer spoke about the north wall saying it was long and plain and since it  
faces Wal-Mart he would like something on it to break it up visually.  
   
Mike Zinn asked if traffic patterns were taken into account because there is no  
south driveway.  
   
Motion by Schweitzer, seconded by Giltinan to approve the Prepreliminary site plan  
for Menard, Inc.  
Roll call vote. All ayes, motion carries.  
   
2. Terry Potter, 13252 N. Saginaw Rd. Final Site Plan Review.  
Mr. Potter said the house at the front of the property will become the office, and the  
pole barn at the back will be used to store his equipment.  
   
Audience Comments: None.  
Board Comments: Bob Palmer said he will put up a fence and will pave the lot. He  
also said Mr. Potter must have a sealed set of drawings from the Architect before  
he can obtain a building permit.  
   
Vernon Curtis said the last time Mr. Potter was here there was a water problem that  
affected his neighbor. Mr. Potter said the only fix is for the County to ditch.  
   
Mike Zinn asked if Mr. Potter has spoken to the neighbor who was having the water  
problem and Mr. Potter said yes, they also agree the County needs to ditch, but if  
needed he will put in another culvert.  
   
Motion by Ranger, seconded by Chilson to approve the final site plan for Terry Potter.  
Roll call vote. All ayes, motion carries.  
   
Unfinished Bus. None.  
   
New Business: None.
