Absent: None
Previous Minutes: November 17, 2008.  Moved by Luttenbacher, seconded by Zinn to approve the minutes as presented.
All in favor
Bills: Bills in the amount of $15,822.63 were presented.  Moved by Scott, seconded by Zinn to pay
the bills in the amount presented.

Treasurer's Report: Luttenbacher presented the October 31, 2008 Treasurer's Report.

Correspondence: None
Public Comment: Herb Nelson, 1385 Vienna Rd. asked why the sewer fund was in arrears.  Palmer stated that one
reason was, that there has not been any tap-in fees collected do to building being down.  The
cost to camera and to make repairs to the lines also brings the fund down.  Palmer stated the
township would be receiving an estimated $18,000.00 in reimbursement from Triangle Excavating for
monies paid to repair the sewer line break on Linden Road.
Mr. Nelson also asked Supervisor Belill how she can be contacted.  Belill stated that she will be at
the township on Wednesdays, 3 until 8 p.m.  She will also be at the Township on Saturdays and
Sundays.  She can also be contacted at her township email address, which is nbelill@viennatwp.com.
Mr. Nelson requested information regarding Belill's position regarding the following items:
infrastructure, interchange lighting, senior housing, Phase II of the Senior Center
upgrades at the Sports Complex, blight and how she is going to pursue new businesses.

New Business:
1. Public hearing for an Industrial Facilities Tax Exemption on Personal Property for Montague Tool
Manufacturing Company, Resolution No. 12-01-08-26.  Moved by Ridley, seconded by Zinn to open
the public hearing at 5:45 p.m. All in favor
Public comment:
1. A representative from Montague Tool spoke about the need for the tax exemption. The
tax exemption would allow the company to retain it's current employees.
2. Jerry Clontz, 4121 McCord, spoke in favor of giving Montague Tool the tax exemption.
3. Herb Nelson, 1385 Vienna, is also in favor of the tax exemption for Montague Tool.
Moved by Scott, seconded by Fuller to close the public hearing at 6:02 p.m. All in favor
Moved by Ridley, seconded by Zinn to adopt the resolution, 12-01-08-26 which will remain in force for a
period of 5 years.

2. Water and Waste Servies' Advisory Committee, Resolution No. 12-01-08-27.  Moved by Zinn,
seconded by Luttenbacher to adopt the resolution.

Nays - Ridley Motion passed
3. Leo Carey, Ordinance Prosecutor, 2009 Agreement.  Moved by Scott, seconded by Luttenbacher to
accept the agreement in the amount of $16,000.00, which was the same amount for the year 2008.

4. Clio Schools liaison.  Moved by Scott, seconded by Ridley to bill Clio Schools $18,000.00 for the cost
of the liaison for the year 2009.

5. Sewer rate increase discussion.  The Township board discussed ways in which to make the fees
between metered and non-metered customers closer in cost.  It was decided to bring it back to the
board for further discussion.
6. 2009 Township Board meeting dates.  Moved by Luttenbacher, seconded Taylor to approve the
meeting dates. All in favor
7. Holiday closing dates.  Moved by Luttenbacher, seconded by Ridley to approve the closing dates, wth
the correction, January 1 (2010) . All in favor
8. Planning Commission Annual Report for 2008.  Moved by Luttenbacher, seconded by Scott to accept
the annual report. All in favor
9. Signature approval for Medical Deductible Account.  Moved by Fuller, seconded by Scott to set up a
additional checking account for medical deductible purposes and have Paul Luttenbacher and
Stacy Hardy be the signers.

Board comments: It was decided to have a report given about the Northern Tier meetings added to the agendas.  The
meetings are held the second Wednesday of each month at 1:30 p.m.
