Absent: None
Previous Minutes: December 1, 2008.  Moved by Luttenbacher, seconded by Ridley to approve the minutes as presented.
All in favor
Bills: Bills in the amount of $28,865.75 were presented.  Moved by Luttenbacher, seconded by Ridley to pay
the bills in the amount presented.

Building Report: November, 2008.  Palmer presented the report.
Library Report: Zinn stated that the Library Board approved the 2007 - 2008 audit.
Fire Report: Luttenbacher stated that a committee will be formed to discuss the Fire Authority billing certain
ambulance companies for the departments assists.
Sheriff's Report: Det. Sgt. Pyles reported the past 6 months statistics and also stated that the Sheriff's Dept. had a big
arrest at Kmart this month.  He stated that he has a very aggressive team and is very happy with the
officers.
Senior Report: Ridley reported that the Christmas Dinner at the Senior Center was a success.
Supervisor's Report: Belill stated that Montrose Township , Thetford, Vienna and City of Clio are talking about joining forces
for Police protection.  The Norther Tier is asking each unit of government to pass a resolution in favor
of researching the project.
Moved by Scott, seconded by Ridley to adopt Resolution No. 12-15-08-27.

Northern Tier: Scott stated that Vienna Township, Thetford Township, Montrose Township, City of Clio,
Clio, Mt. Morris Township, City of Mt. Morris, and the Clio and Mt. Morris School districts are
researching a joint fuel purchase to save money.
Additions: Senior Center trips
Senior Center audit.
Public Comment:
1. Herb Nelson, Senior Center Board President, would like the heating and plumbing issues taken care
of at the center. 
2. Harry Wagner, 3370 Vienna, C & M rep., stated that C & M's staff works well with the Police and
Fire Departments.  C & M does not plan on charging the Fire Department for stand-bys.
3. A Thetford Township resident would like the Township Board to remove the moratorium on the trips
at the Clio Area Senior Center.

1. Employee compensation for 2009.  Moved by Scott, seconded by Ridley to renew the com-
pensation amounts presented.

3. Building Inspectors contract for 2009.  Moved by Zinn, seconded by Luttenbacher to accept the
contract as presented.

4. Clerk's compensation for 2009.  Moved by Luttenbacher, seconded by Zinn to approve the com-

5. Treasurer's compensation for 2009.  Moved by Zinn, seconded by Ridley to approve the compensation

6. Trustee's compensation for 2009.  Moved by Luttenbacher, seconded by Scott to approve the com-

7. Supervisor's compensation for 2009.  Moved by Zinn, seconded by Scott to approve the compensation
amount as presented, with the amount to remain the same as in 2008.

8. 2008 Budget adjustments.  Moved by Luttenbacher, seconded by Ridley to approve the adjustments
as presented.

9. Sewer rates, Resolution No. 12-15-08-28.  Moved by Luttenbacher, seconded by Taylor to adopt the
resolution.

10. Board appointments.  The appointments will be brought back at the next meeting.
11. Capital Improvement Plan.  Moved by Zinn, seconded by Scott to accept the plan as presented.

12. Pictometry and Orthoimagery Project 2009 update.  Moved by Zinn, seconded by Luttenbacher to
participate in the 2009 Pictometry Aerial imagery for Vienna Township.  The anticipated total cost for
Vienna Township is $1272.00.

13. Senior Center trips.  Moved by Scott, seconded by Ridley to remove the moratorium on travel in 2009
at the Senior Center.  Any trips other than a one ( 1 ) day trip per month will no longer be affiliated
with the Senior Center or Vienna Township.  The Township will be held harmless regarding these trips.

14. Senior Center Audit.  Moved by Luttenbacher, seconded by Scott to have the Senior Center Board
hire a private Certified Public Accountant to do an audit of the Senior Center funds and present it back
to the Township Board by March 31, 2009. All in favor
