Absent: None
Previous Minutes: August 18, 2008.  Moved by Scott, seconded by Ridley to approve the minutes as presented.
All in favor
Bills: Bills in the amount of $21,260.82 were presented.  Moved by Luttenbacher, seconded by Zinn to pay
the bills in the amount presented.  It was decided to remove the bill for the MASC Annual Conference
for the Senior Director in the amount of $125.00.  This bill should be paid for by the Senior Board.
The new total of the bill is $21,135.82.

Building Report: August, 2008.  Palmer reported that building is still slow.
Fire Report: Luttenbacher reported that inspections were done on the pumps.  Two of the trucks failed the inspec-
tion and needs to be repaired.
Library Report: Zinn stated that the Library is now open on Sundays from 12 until 6.
Changes to agenda: Senior Center Week Proclamation (Resolution No. 09-15-08-19).

New Business:
1. Halloween Hours.  Moved by Scott, seconded by Zinn to have the 2008 Halloween hours from 5 until
8 p.m. on Friday October 31, 2008 All in favor
2. Sewer Use Ordinance (SUO), final reading, (Ordinance No. 389).  Moved by Scott, seconded by
Luttenbacher to adopt the ordinance.

Nays - Taylor Motion passed
3. Senior Center Director's trips.  Moved by Taylor, seconded by Ridley that beginning January 1, 2009,
there will be a moratorium on the trips taken by the Vienna Township staff at the Senior Center.

4. Senior Center Board of Directors.  Moved byTaylor, seconded by Ridley to give the Clio Area Senior
Center Board of Directors the authority to handle the day to day operations of the center.  Herb Nelson,
President of the Senior Center Board of Directors will report back to the Township Board.
5. Clio School liason.  Moved by Scott, seconded by Luttenbacher that since the Township's cost of
police protection has increased a total of 48.77% from 2002 thru 2007, it is moved to increase the
annual liason fees to Clio Schools to the amount of $23,516.02 beginning January 1, 2009.

6. Excess flow billing system.  Palmer stated that the billing system is not good and the Township
does not support the Excess flow billing system.
7. Senior Center fencing.  A letter was received from a resident on Belann Court.  The resident would like
a barrier of some kind put between the parking lot of the center and their properties.  McKerchie
stated that in 2009 there will be Community Development money available and that the Township
will consider using the CD money for that purpose.
8. Senior Center Month Proclamation, ( Resolution No. 09-15-08-19 ).  Moved by Zinn, seconded by
Taylor to adopt the resolution.
