Previous Minutes: March 16, 2009.  Moved by Zinn, seconded by Taylor to approve the minutes as
presented. All in favor
Bills: Bills in the amount of $399,144.78 was presented.  Moved by Ridley, seconded by 
Zinn to approve the bills.

Additions: Vienna Township Road Maintenance.  Moved by Zinn, seconded by Ridley to increase the
Road Maintenance Program amount, not to exceed an additional $14,000.00.  The
total amount of Vienna's share being $34,000.00.  The road project is for the repairs of the
5000 and 6000 miles of Frances Road.  Mt. Morris Township will match this amount.

Correspondence: A letter was received from a resident stating his concerns about billing for his sewer and
water.  He feels that the water bill does not accurately indicate the true consumption and
would like to be reimbursed for part of his bill.  After discussion it was determined that
the Supervisor would contact him and discuss the matter further.
Public Comment:
1. Jack Edwards, 4480 Lake, stated that his culvert has raised up.  He asked the board if his
road could be put on the ditching program for this years projects, before he fixes the culvert.
The Supervisor stated that she will contact the G.C. Road Commission to determine his
need.  If there is a need, she'll see if it can be added to the list if there is time.
2. Roy Seary, 4215 Wilson, questioned why the Road Commission does not have to follow the
weight restrictions on the roads.  He feels that the Road Commission is contributing to the
wear and tear of the roads.  He would like the supervisor to get a response from the Road
Commission.

1. Resolution of Recognition for Deputy Jason Murphy, Resolution No. 04-06-09-08.  Moved by
Zinn, seconded by Taylor to adopt the resolution.

2. Proclamation in Support of Smoke Free Day on April 25, 2009, Resolution No. 04-06-09-09.

3. Storm Water Advisory Committee appointment, Resolution No. 04-05-09-10.  Moved by 
Taylor, seconded by Zinn to adopt the resolution appointing Robert Palmer to the 
committee and the supervisor as the alternate.

4. Surface Water Management Advisory Committee appointment, Resolution No. 04-06-09-11.
Moved by Luttenbacher, seconded by Zinn to adopt the resolution appointing Robert
Palmer to the committee and the supervisor as the alternate.

5. Vienna Township Ordinance Amendment, No. 396, final reading.  Moved by Luttenbacher,
seconded by Ridley to adopt the ordinance.

6. 2009 Dust Control program.  Moved by Ridley, seconded by Zinn to adopt the program.
There will be 3 applications of 38% Calcium Chloride.  Genesee County road commission 
assume 100% of the cost of the materials for the first application.  Vienna will pay for two
applications.

7. Clio Area Historical Association, 2009 membership.  Moved by Taylor, seconded by Fuller
to join the association.

8. Division of Water and Waste Services' New Policy, PPC09-003 Abandoned and 
Condemned Structure Policy, Turn On / Turn Off / Winterization Policy.  Moved by Taylor,
seconded by Ridley to adopt the policy.

9. Division of Water and Waste Services' New Policy, PPC-09-001 Non-Residential Well
Meter Policy PPC-09-002 Residential Well Meter Policy.  Moved by Zinn, seconded by
Luttenbacher to adopt the policy.

10. Clio Area Chamber of Commerce, 1 year membership.  After discussion it was determined
that the membership was not a legal expenditure.
