VIENNA TOWNSHIP BOARD MEETING Proposed
MONDAY, JANUARY 4, 2010

Roll Call: Present: Belill, Scott, Luttenbacher, Fuller, Ridley, Taylor, Zinn
Absent: None All present
Previous Minutes: December 21, 2009.  Moved by Zinn, seconded by Ridley to approve the minutes with the typo
correction under the Fire Authority report.
Ridley would like it noted in the minutes that she abstained from voting on the resolution for the
Supervisor's 2010 compensation, that recinds the salary amount from $28,412.00 to $14,206.000.
Ridley feels that the resolution was illegal.
Bills: Bills in the amount of $17,488.53 were presented to the board.  Moved by Luttenbacher, seconded by
Zinn to approve the bills as presented.  A bill from Consumers Energy in the amount of $2,500.00
was presented to the board.  The bill was for a lease to Consumers Energy for the new Trolley Line
Trail, from Field to Willard.

Nays - None Motion passed
Changes to agenda: Regional Planning Appointment

Public Comment:
1. Sue Newman, 13120 Cottonwood, spoke of her support for the Clerk and Treasurer.  She would like
to see the Supervisor at the Township more often.
2. Roy Seary, 4215 Wilson Rd., would like to see someone from the Township drive the roads and note
what streetlights are out.  He feels that the Township should not pay for the lights that do not work.
3. Sharon Duckworth, 11390 Hidden Oaks, stated that she has seen the Supervisor's car at the
Township office on the weekends.
Unfinished Business: None
New Business:
1. Frances Road (Elms to Linden Road) chip and seal.  Moved by Zinn, seconded by Ridley to pay up to
$16,500.00 for Vienna Township's portion to do a Single Chip and Seal on Frances Road (Elms to
Linden Road).  Vienna Township has not approved ditching.

Nays - Scott Motion passed
2. Regional Planning appointment.  Moved by Belill, seconded by Fuller to replace Fuller with Zinn on the
Regional Planning Board. All in favor
Board Comments:
Fuller stated that he feels that the Township should have a contract between Vienna Township and
the Senior Director.
Moved by Luttenbacher, seconded by Ridley to have the Township Attorney draw up the contract
between Vienna Township and the Senior Director.

Nays - None Motion passed
Luttenbacher stated that the last Revenue Sharing check was $43,000.00 less than last years amount.
Scott asked the Supervisor if the new garbage contract was reviewed by the Township Attorney.  He
asked the Supervisor if she would give the Treasurer and Clerk a copy of the contract.
Ridley would like Palmer to drive the roads to see what roads will need to be repaired.
Taylor would like to keep the heavy trucks off the roads.  He feels that the trucks should maintain a
Class A road.
Belill spoke about the Supervisors compensation.  She said that it was illegal to change the pay of an
official.  It's not that she won't change her salary, it's that she can't.
Moved to adjourn at 6:10.
