In the absence of the Supervisor, it was moved by Scott, seconded by Zinn to appoint Luttenbacher as Acting
Chairman
Previous Minutes: December 15, 2008, moved by Ridley, seconded by Taylor to adopt the minutes as presented.
All in favor
Bills: Bills in the amount of $25,067.94 were presented.  Moved by Scott, seconded by Ridley to pay
the bills in the amount presented. 
ROLL CALL: Yeas - Luttenbacher, Fuller, Ridley, Taylor, Zinn, Scott
Nays - None Motion passed
Treasurer's Report: Luttenbacher presented the November 2008 Treasurer's Report.

New Business:
1. Set a Community Development Citizen Needs hearing for Friday, January 23, 2009, at 9 a.m., for
2009 funds.  Moved by Scott, seconded by Zinn to set the public hearing. All in favor
2. Board appointments.
Planning Commission. Moved by Fuller, seconded by Scott to approve the appointments for the
Planning Commission as presented. All in favor
Appeal Board.  Moved by Scott, seconded by Fuller to approve the appointments for the Appeal
Board as presented.

Library Board, Fire Authority Board, Business Development Authority Board, BDA Citizens Advisory
Board and Regional Planning Board.  Moved by Scott, seconded by Zinn to approve the appointments
for the Library Board, Fire Authority Board, Business Development Authority Board, BDA Citizens
Advisory Board and Regional Planning Board as presented. All in favor
Board of Review.  Moved by Scott, seconded by Zinn to approve the appointments for the Board of
Review as presented. All in favor
Park & Recreation Board, Metropolitan Alliance Board, Police Department Liaison, Chamber of
Commerce Liaison, Sports Complex Liaison, Senior Center Liaison, 911 Consortium Liaison, Water &
Waste Advisory Board Liaison, Dangerous Buildings Hearing Officer.  Moved by Zinn, seconded by
Scott to approve  the appointments for the Park & Recreation Board, Metropolitan Alliance Board,
and Liaisons for the Police Department, Chamber of Commerce, Sports Complex, Senior Center, 911
Consortium, Water and Waste Advisory Board, and Dangerous Buildings Hearing Officer as
presented. All in favor
3. Rezoning Ordinance, 12478 N. Saginaw Rd., Parcel No. 18-14-200-074, from C-1 (Local Commercial
District) to RU-1 (One Family Residential District), first reading.  Moved by Zinn, seconded by Ridley
to suspend from the reading. All in favor
4. Rezoning Ordinance, 12452 N. Saginaw Rd., Parcel No. 18-14-200-022, from C-1 (Local Commercial
District) to RU-1 (One Family Residential District), first reading.  Moved by Zinn, seconded by Ridley
to suspend from the reading. All in favor
Special meeting date.  Moved by Zinn, seconded by Ridley to set a Special meeting for Friday,
January 23, 2009, at 9 a.m.  The purpose of the meeting is to address the following items:

Public hearing for 2009 Community Development Citizens Needs hearing
Rezoning Ordinance, 12478 N. Saginaw, final reading
Rezoning Ordinance, 12452 N. Saginaw, final reading
Board comments: Ridley stated that the 2009 Community Wide Rummage Sales is scheduled for June 18 - 21, 2009.
