Previous Minutes: November 16, 2009.  Moved by Ridley, seconded by Zinn to approve the minutes as presented.

November 18, 2009.  Moved by Zinn, seconded by Luttenbacher to approve the minutes as presented.

Bills: Bills in the amount of $4,702.09 were presented.  Moved by Luttenbacher, seconded by Zinn to pay
the bills in the amount presented.

Building Report: Palmer gave the report for November. Building, trades and permits are up from last year.
Senior Report: Theresa July, Interim Director for the Senior Center, stated that the attendance at the center is
slowly rising.  127 people attended lunch at the center for Thanksgiving.
Mass Transportation: Luttenbacher stated that the MTA is purchasing property on Vienna Road by the Sunoco Station, for
a service station.  The property will be purchased with federal money.
Changes to agenda: None
Supervisor's Report: The Senior Center is working on a plan to send the newsletter out at a cheaper rate.  It was proposed to
have the G.C. Herald do the printing and mailing.  The Fire Authority and the Township will be able to
purchase space in the newsletter, if needed.
Correspondence: None
Public Comment: Jack Edwards, 4480 Lake Road, wanted the board to know that there has been a number of flat tires
in the Senior Center parking lot, within a small time frame.  On Monday, December 14, 2009, from
9 to 10 a.m. a representative from the G.C. Sheriffs Department and Clio Area Fire Authority will
talk about "Safety for Seniors".

New Business:
1. 2010 Community Development, Citizens projects.  Moved by Zinn, seconded by Ridley to reimburse
$13,606.00 the Township's 15% share, for the Senior Center support in 2010.

2. BDA budget for the year 2010.  Moved by Zinn, seconded by Luttenbacher to approve the budget as
presented.

3. Trolley Line Trail letter of support.  Moved by Scott, seconded by Taylor to send a letter to Birch Run
stating that the Township supports the Trail. All in favor
4. Board Appointments.  Moved by Taylor, seconded by Ridley to approve the board appointments.  The
Water and Waste representative should be changed from Nancy Belill to Robert Palmer.
All in favor
5. Personnel manual amendment.  Moved by Zinn, seconded by Luttenbacher to approve the amendment
to the manual.  On page 16, under Holidays, the amendment should read "Full-time and part-time
employees hired before December 31, 2008, shall be entitled to paid time off for all holidays
established by the by the Vienna Township Board". All in favor
6. 9139 Linden Road property.  Moved by Scott, seconded by Taylor to send a letter to the G.C.
Treasurer's office objecting to the transfer (revert back) of the property.

7. Liquor License, PC Bar and Grill, (Resolution No. 12-07-09-23).  Moved by Scott, seconded by Zinn
to approve the resolution and add the owners name to the resolution.

Nays - None Motion passed
8. Ordinance Prosecutor, Leo Carey, 2010 agreement.  Moved by Scott, seconded by Ridley to accept
the proposal.  The agreement is from January 1, 2010 to January 1, 2011, with a flat annual rate of
$16,000.00.  If Vienna Township ordinance cases proceed to hearing, trial, or appeal the Township
will be billed at an hourly rate.
