Previous Minutes:		January 5, 2009,  Moved by Zinn, seconded by Luttenbacher to approve the minutes as presented.

		January 23, 2009, Moved by Zinn, seconded by Luttenbacher to approve the minutes of the special
		meeting as presented.							All in favor
Bills:		Bills in the amount of $8,341.32 were presented.  Moved by Scott, seconded by Ridley to pay
		the bills in the amount presented.

Building Report:		Palmer reported on the 2008 Year End report
Treasurer's Report:		Luttenbacher presented the December 2008 Treasurer's Report.
Library Report:		Zinn reported that the Library will be open from noon to 5 p.m. on Sundays.
Senior Report:		Ridley stated that there is a problem with getting the center plowed on weekends and after hours.  She
		suggested that there be more communications with the people plowing to let them know the hours
		of the extra activities.
Supervisor's Report:		None
Changes to agenda:		Remove #5. Municipal Employees' Retirement System of Michigan
		Add #9. Community Development Authorization Signatures, (Resolution No. 02-02-09-02)
Correspondence:		None
Public Comment:		Roy Seary, 4215 Wilson, commended Sheriff Pickell on the work that the Genesee County Sheriff's
		Department is doing in Vienna Township.
Unfinished Business:		None
New Business:
	1.	Sheriff Pickell from the Genesee County Sheriffs Department stated that he appreciates the
		relationship that the county has with Vienna Township and asked the board if they had any questions
		or concerns.
	2.	Genesee Regional Chamber of Commerce membership dues for 2009.  Moved by Ridley, seconded by
		Zinn to pay the fee for the 2009 dues.

	3.	American Legion Auxiliary, Poppy Sale, April 16, 17, and 18, 2009.  Moved by Scott, seconded by
		Taylor to allow the American Legion to sell poppys on the stated dates.							Motion passed
	4.	Resolution approving the Renewal and Interlocal Agreement for the Regional Planning and Economic
		Vitality by and between the Township of Thetford, City of Clio, Clio Area School District and Charter
		Township of Vienna, (Resolution No. 02-02-09-01).  Moved by Scott, seconded by Ridley to adopt the
		resolution.
		ROLL CALL:	Yeas - Ridley, Taylor, Zinn, Belill, Scott, Luttenbacher
			Nays - None						Motion passed
	5.	Removed
	6.	Resolution in support of Stimulus Funding to Local Governments, Resolution No. 02-02-09-03.
		Moved by Ridley, seconded by Taylor to adopt the resolution.

	7.	Appointment to the Surface Water Board.  Moved by Luttenbacher, seconded by Zinn to appoint
		Robert Palmer to the board and appoint Nancy Belill the an alternate for 2009.							All in favor
	8.	2009 Community Development, Citizens needs.  There is $79,252.00 available for 2009.  Moved by
		Zinn, seconded by Ridley to list the needs for the 2009 Community Development money available as
		follows:	15% of the money to go towards Senior Center operations
			Senior Center van purchase
			Sports complex handicap accessibility improvements
