Absent: Scott All present
Previous Minutes: February 7, 2011.  Moved by Zinn, seconded by Luttenbacher to approve the minutes as presented.
All in favor
Bills: Bills in the amount of $20,618.21 were presented.  Moved by Zinn, seconded by Luttenbacher to
approve the bills as presented.
ROLL CALL: Yeas - Luttenbacher, Fuller, Ridley, Taylor, Zinn, Belill
Nays - None Motion passed
Treasurer's Report: Luttenbacher gave the report for January, 2011.
Library Report: Zinn reported that the Library Board approved their budget.
Fire Authority: Zinn reported that the Fire Authority also approved its budget.
Building Report: Palmer presented the report.
Addition to the
Agenda: None
Correspondence: Palmer reported on the 2010 Annual Report.  Moved by Taylor, seconded by Zinn to approve the
report as presented. All in favor
Public Comment: Perry Belcher, Vienna Township, spoke concerning the Medical Marihuana business.  He feels that
the board should allow businesses that the residents support into the township
Unfinished Business:
Medical Marihuana. Attorney Doerr advised the board to go ahead with an ordinance to regulate and
control the growing, consumption, distribution, and delivery of medical marihuana in a manner that
protects the rights of citizens registered to do so.  He presented the board with an amended
ordinance.
Eric Gunnels spoke to the board asking them to consider some changes to the ordinance.  Attorney
Doerr stated that he does not agree with Gunnels suggestions and wants the ordinance to remain as
presented.
New Business:
1. Amendment to Special Use Provisions of Zoning Ordinance to Regulate Medical Marihuana
Dispensaries, 1st reading.  Moved by Zinn, seconded by Luttenbacher to suspend from the reading.
All in favor
Amendment to Chapter CD19.1 of the Code of Ordinances, 1st reading.  Moved by Ridley, seconded
by Zinn to suspend from the reading. All in favor
2. Genesee County Sheriff's contract extension, ending date changed from September 30, 2011 to
December 31, 2011.  Moved by Fuller, seconded by Zinn to approve the contract extension.

Nays - None Motion passed
3. Road projects.  There is $56,000.00 available between Genesee County and the Township for road
projects in 2011.  The following roads were discussed for repair:
9,000 block of Webster Road
10,000 block of Jennings
11,000 block of Webster
6,000 block of Farrand No action was taken
