VIENNA TOWNSHIP BOARD MEETING Proposed

Roll Call: Present: Supervisor McKerchie, Clerk Scott, Treasurer Luttenbacher
Trustees:  Ridley, Taylor, Zinn
Absent:  Fuller
Previous Minutes: August 20, 2007,  Moved by Zinn, seconded by Ridley to approve the minutes as
presented. All in favor
Building Report: Palmer reported that less than 10 new homes have been built in 2007.
Bills: Bills in the amount of $11,083.93 were presented.  A bill in the amount of $1,275.00 was
added.  The bill was from Belill Excavating for work done on manhole covers.  The new
total is $12,358.93.  Moved by Luttenbacher, seconded by Ridley to approve the bills as
presented.

Library Report: Zinn reported that the library received a good report from the auditors.  The Library will be
purchasing more shelving for new books.
Fire Authority Report: Luttenbacher stated that 3 men have resigned due to moves.  A township resident and the
BDA have donated a new sign for the fire hall.
Senior Ctr. Report: Ridley stated that the toilets at the Center are not the correct style that was in the plans.
She would like CHMP to replace them with the correct size.  McKerchie stated that he will
look into that request.
MTA: Luttenbacher stated that the MTA has received an appraisal on property in Vienna Town-
ship for a bus garage.
Supervisors Report: McKerchie reported that Vienna Township will fight the County on the sur-charge for water
that the County is trying to pass onto the residents.  The construction for Menards has
begun an should be completed by April 1, 2008.
Additions: Set a public hearing to approve the budget.
Public Comment:
1. Frank Lemieux, 11155 Jennings, read that the County is planning on using money from
from the Senior millage to cover costs.  McKerchie stated that the county is planning on
using the interest from the senior millage to cover costs.
2. A resident asked if the Township could use the Community Development money to replace
the toilets in the Senior Center.  McKerchie stated that the CD money could not be used
for the toilets.
3. Laurel Coe, 11423 Center Rd., stated that CHMP promised ADA approved toilets and she
feels that CHMP should supply them.
4. Herb Nelson, 1385 Vienna, has concerns with Jeff Wright, G. C. Drain Commission, and
how he is planning on raising the sur-charge.  He asked to whom Mr. Wright accountable 
to.
New Business:
1. Educational request for the Assessing Department.  Moved by Zinn, seconded by Lutten-
bacher to approve the educational request.

2. Clio Senior Center, Phase III, Professional A/V service.  Moved by Zinn, seconded by 
Ridley to sign the agreement with CHMP for work to be done on the Phase III of the Senior
Center.

3. Motor Carrier Ordinance, No. 383, final reading.  Moved by Scott, seconded by Zinn to
adopt the ordinance.

Nays - None Motion passed
4. Vehicle Code Ordinance, No. 384, final reading.  Moved by Scott, seconded by Taylor to
adopt the ordinance.
ROLL CALL: Yeas - Zinn, McKerchie, Scott, Luttenbacher, Ridley, Taylor
Nays - None Motion passed
5. Forfeiture Ordinance, No. 385, final reading.  Moved by Scott, seconded by Ridley to adopt
the ordinance.
ROLL CALL: Yeas - McKerchie, Scott, Luttenbacher, Ridley, Taylor, Zinn
Nays - None Motion passed
6. Code Officer, discussion.  After discussion it was moved by Scott, seconded by Ridley to
hire a code officer to work 16-20 hours a week at $18.00 per hour.  His position will start
immediately.

7. Set a Public Hearing to approve the 2008 budget.  Moved by Scott, seconded by Lutten-
bacher to set the public hearing for Monday, October 1, 2007, at 5:30 p.m.
