Roll Call: Present: Belill, Scott, Luttenbacher, Fuller, Ridley, Taylor, Zinn
Absent: None
Previous Minutes: April 5, 2010.  Moved by Zinn, seconded by Ridley to approve the minutes as presented.
All in favor
Bills: Bills in the amount of $388,730.12 were presented.  Moved by Luttenbacher, seconded by Zinn to
approve the bills as presented.

Nays - None Motion passed
Building Report: Belill presented the report for March, 2010.
Treasurer's Report: Luttenbacher presented the Treasurer's report for March, 2010.
Fire Authority: Zinn reported on the Fire Authority.  Zinn was re-elected as Chairman and Luttenbacher was re-elected
as the Treasurer of the Authority.  The new Combination truck has been ordered.
Senior Report: Senior Director Vanella reported that the Senior Center Board of Directors are working on various
policies that need to be in place at the center.  In June there will be an election of officers for the
center.  May 19, 2010, from 4 to 6 p.m. there will be a "Meet and Greet" with the new Director and
his family.  June 19, 2010, from 9 to 5, there will be an "Area Wide Yard Sale" at the center, inside 
and out.  August 8, 2010, from 2 to 6, the center will have it's "3rd Annual Open House".  There will be
a car show, hot dogs and ice cream.
Additions or changes to the Agenda:
5. "Blue Ribbon Committee", (Resolution No. 04-19-10-06)
6. Regional Energy, letter of support.
Correspondence: Clerk Scott stated that the 59th Annual National Day of Prayer will be observed on Thursday, May 6th,
2010 at Clio Fire Station #1, at 12:15 to 12:45.
The board was presented with the Sheriff's report.
Public Comment: Jason McDonald, Mobile Medical Response representative, presented the board with a letter 
introducing his company.  He is asking for a motion from the Board authorizing the Clerk to
sign a letter supporting MMR opening in the Clio area.  Supervisor Belill stated that the board would
like to get more information on the company.  It will be on the agenda at a later date.

New Business:
1. Public hearing, reset the Special Assessment District, Anderson Court and Alexander Street.  Moved 
by Belill, seconded by Zinn to open the public hearing at 6:08 p.m. All in favor
There are 16 parcels in the original special assessment district.  The proposed set district will consists 
of 18 parcels.
Public comment:
1. William Hilgris, 3132 Anderson, stated that he would like the problems on the road fixed
before it is built up.  He would like to have crushed concrete as a base.  
Moved by Belill, seconded by Scott to close the public hearing at 6:12 p.m. All in favor
Moved by Belill, seconded by Taylor to table until further information can be obtained about the road.

2. Public hearing, reset the Special Assessment District, Peterson Drive.  Moved by Belill, seconded by
Luttenbacher to open the public hearing at 6:14 p.m. All in favor
Letters were sent to 30 property owners.  9 letters were returned to the township.  7 property owners
were in favor of the assessment, and 2 were not in favor of the assessment.
There are 29 parcels in the original special assessment district.  The proposed set district will consists
of 23 parcels.  The cost of the assessment is $11,434.13 will be divided by the 23 existing parcels.
Each parcel owner will be assessed at $497.14.
Public comment:
1. Charles Gerow, 11310 Peterson, asked if a speed limit sign could be erected on the road.
2. James Neeley, 11441 Peterson, stated that there is about a 4" drop at the point where
the black-top meets the gravel.  He agrees that the road does need to be repaired.
3. Charles Campbell, 11350 Peterson, would like the speed limit sign installed and stated
that Genesee County Road Commission does not plow the road enough.
4. Donnie Everson, 11311 Peterson, is not happy with the Road Commission.  He would
like the road plowed more often.  He is wondering why they don't plow his road when 
they plow the McDonalds area.  He would of liked to have a representative from the Road
commission at the meeting.
5. A Peterson Drive resident felt that the notification of the special assessment could of 
been handled differently.  It would have been nice to have a discussion between the
residents, Vienna Township and the Road Commission
Moved by Scott, seconded by Ridley to close the public hearing at 6:53 p.m. All in favor
Moved by Belill, seconded by Ridley to approve the Special Assessment District of Peterson Drive.

3. Liquor License, Cloverleaf, change from LLC to Corporation, (Resolution No. 04-19-10-06).  Moved by
Zinn, seconded by Scott to adopt the resolution.
ROLL CALL: Yeas - Ridley, Taylor, Zinn, Belill, Scott, Luttenbacher, Fuller
Nays - None Motion passed
4. Mid-Michigan cleaning and televising all sewer lines, agreement.  Moved by Fuller, seconded by
Luttenbacher to sign an agreement with Mid-Michigan for cleaning and televising all sewer lines in
the township.
ROLL CALL: Yeas - Taylor, Zinn, Belill, Scott, Luttenbacher, Fuller, Ridley
Nays - None Motion passed
5. Blue Ribbon Committee, (Resolution No. 04-19-10-06).  Moved by Zinn, seconded by Luttenbacher to
adopt the resolution.
ROLL CALL: Yeas - Zinn, Belill, Scott, Luttenbacher, Ridley, Taylor
Nays - None Motion passed
6. Regional energy and emissions action program, letter of support.  Moved by Fuller, seconded by
Zinn to sign a letter of support for the program.
ROLL CALL: Yeas - Belill, Scott, Zinn
Nays - Luttenbacher, Fuller, Ridley, Taylor Motion denied.
Board Comments: Ridley announced that she will be running for County Commissioner of the 7th District.
Moved to adjourn at 7:10.
