CLIO AREA FIRE AUTHORITY
                          SPECIAL MEETING
                                MAY 16, 2005
The meeting was called to order at 4:30pm by Chairperson Fuller, who led the
Pledge of Allegiance.
Members Present: Dennis Fuller, Paul Luttenbacher, Tom Needham, Bob Smith, Dave Phillips, Roger
Hicks, and Verlin Morningstar.
Members Absent: John Rivett.
Also Present: Chief Bronson, Asst. Chief Domerese, and Batt. Chiefs Bloss and Paulson.
Business: Discussion on Fire Response Criteria.
Chief Bronson spoke and said he is recommending that for every structure call, and
every extrication call that both stations be toned out. He said he would like to try 
this for one year, and that this policy will answer the question on safety. He will
present monthly reports to the Authority Board. 
He estimates there will be 20 more calls per year and said he doesn't want the 
firefighter's pay to suffer. The firefighters pay is based on a point system and they
are paid twice a year. The last pay was $14.06 per point and asks that future pay
does not go below that.
Asst. Chief Domerese said that 31 double station calls are already in the budget, and
doing an estimate of fire calls for the last five years, he thinks the extra cost for
the year will be between $2500-2600.
Morningstar asked how long would before 911 could set this policy in motion and
Chief said he had spoken to the Director and it would take 15 minutes to set up. 
Hicks said this Board has come a long way in a short time and he would like to see
a press release to inform the residents of this change. He asked Chief if this change
would affect ISO ratings. Chief said he understood the ISO ratings are directly related
to the availability of water hydrants and the ability to pump 125 gallons a minute with
no interruptions. Chief said he will contact the ISO and report back to the Authority.
Chief suggested the press release could be in the newsletters and local papers. The
secretary will develop a press release, have it approved by the Chairperson and then
send it to the newspapers.
Morningstar commended the Chief and said this is a good compromise.
Fuller said this is a very good idea, it involves Station # 2 more and at structure fires
you don't know how bad it is until you get there.
Motion by Needham, seconded by Hicks to support the Chief's recommendation,
keep the firefighter's pay at least $14.06 per point for one year, with monthly reports
submitted to the Authority.
Roll call vote. All ayes, motion carries.
Citizen Comments: Greg Bryan said the School has a paper and might put in the press release.
Stan Piechnik asked if this vote means there are no boundaries.
Asst. Chief Domerese presented a copy of the above changes to the Operating 
Guidelines. 
Stan Piechnik asked if these changes were the Chief's idea.
