CHARTER TOWNSHIP OF VIENNA
                    PLANNING COMMISSION MINUTES
                               NOVEMBER 26, 2007
   
 
Chairperson Curtis opened the meeting at 6:00pm and led the Pledge of Allegiance.
 
Present: Vernon Curtis, Gery Giltinan, Ben Ranger,  Mike Zinn, Max Schweitzer, Doug
Chilson, Pat Bowdish,  Bob Palmer, and Mary Johnson.
 
Absent: None.
 
Minutes: Motion by Ranger, seconded by Bowdish to approve the minutes of 10-22-2007
as presented. All ayes, motion carries.
 
Additions/ Chairperson Curtis moved item # 2 to item # 1 due to a request from the audience.
Changes:  
 
Communications  Letters concerning the Karns petition.
 
Petitions: 1. Jack King, 10175 N. Clio Rd. Special Land Use to sell cars. Mr. King said he
would like to sell cars at his business and needs a license under the Special Land
Use provision in the Ordinance.
 
Bob Palmer said the business has been an automotive use for along time, with
residential on one side and commercial on the other. Also no site plan is required.
 
Audience comments:
Lynn Skarich read a petition from her and her neighbors.
 
Board Comments:
Mike Zinn asked if the Special Land Use would go with new owners. Yes.
Vernon Curtis asked the hours of operation. 10:00am to 2:00pm.
Mike Zinn asked if 6 cars are enough. No, but 12 would be plenty.
Gery Giltinan asked about the sign. It's 4x8 now, and will stay the same.
 
Motion by Schweitzer, seconded by Zinn to approve the Special Land Use for a car
lot, with a 12 car limit, close by 6:00pm, no tires outside, and no freestanding lights.
Roll call vote. All ayes, motion carries.
 
2. Judith and Lawrence Karns, 4317 W. Farrand Rd. Special Land Use for a
Cultural Camp.
 
Motion by Ranger, second by Zinn to take this off the table. All ayes, motion carries.
Chairperson Curtis read the letter from Sen. Deb Cherry, and the letter from Judith
Karns.
 
Don Lee, THA Architects presented a letter, and spoke on issues from last meeting.
 
Mike Joilet, Attorney for Cathy Gibson, spoke on behalf of his client.
 
Audience Comments: Several residents spoke on various issues which included
there should be criminal background checks on everyone who works at the camp,
there are 80 some camps in Michigan already, farms nearby, fence won't stop
chemicals, won't stop kids from being run over by a tractor, this use does not fit
the ordinance, kids will ruin the quiet area, will have special vans, special kids,
this is not a race issue, just not proper area, will be a commercial use with delivery
trucks despite their intent, heavy traffic already, can't have that in my backyard.
Several residents said this is a noble intent, and a great idea, just not here.
 
There was a question on the number of children that will be at the camp at one time.
Senator's Cherry's letter said 100, and it should have been 64.
 
Board Comments: Bob Palmer said under Special Land Use this is a legitimate
request.
 
Doug Chilson said this isn't like Circus Park with 100 acres. This will affect the
enjoyment of a residential neighborhood.
 
Pat Bowdish said he read the ordinance book, loves the idea of the camp, but the
question is if it fits the location.
 
Ben Ranger asked if the property was large enough to hold the extra children.
 
Mike Zinn said he thought the presented traffic count numbers were low, but he
doesn't think the project will add that much more traffic.
 
Chairperson Curtis read Article 22, Special Land Use, Sec. 2205, Standards 4 (a-f).
 
Motion by Ranger, seconded by Schweitzer to approve the Special Land Use for
Judith and Lawrence Karns for a Cultural Camp with no more than 64 maximum
children, criminal background checks for all adults, no day campers, and day field
trips not to exceed 64 children.
Voting yes:  Zinn, Schweitzer, Ranger.
Voting no:   Giltinan, Chilson, Bowdish, Curtis.                 Motion fails.
 
Unfinished Bus. None.
 
New Business: None.
